ATTACHMENT 1 Technical Specification 3.3.2 - Engineered Safety Feature Actuation System Instrumentation Proposed Change Change title of Item 10a in Table 3.3-3, 3.3-4, and 3.3-5 to read:

RWST Level a) Automatic Switchover to Recirculation Change the setpoint for Item 10a in Table 3.3-4 to trip setpoint of g,90 inches and allowable value of 3,80 inches.

(See Attachments LA, 1B and IC).

Justification and Safety Analysis As specified in FSAR Table 6.3.2-3A, the current RWST Level-Low setpoint refers to the-alarm that actuates the manual switchover to recirculation. While the stated setpoint is correct, inclusion in ESFAS instrumentation and resulting ac-tion statement is inconsistent with a -'nually initiated action.

Specifically action Statement 14 provides that the inoperable channel be placed in trip condi-

tion which literally interpreted presently would require an invalid alarm indica-tion to the operator.

Having this setpoint correspond to the automatic actuated switchover more closely parallels the intent of this table in the Technical Speci-1 fications.

FSAR Table 6.3.2-3A states the automatic switchover occurs at 73,431 usable gallons of RWST volume remainint which corresponds to setting of 80 inches.

This proposed change clarifies an existing Technical Specification and as such does not result in any adverse safety implications.

Proposed Change Change Item 7(f) on Auxiliary Feedwater Suction Pressure - Low to specify Action 23a Add Action Statement to Table 3.3-3 to read:

Action 23a - With the number of operable channels one less that the total number of channels, restore the inoperable channel to operable status within 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> or declare the associated auxiliary feedwater pump inoperable and take the action required by Specification 3.7.1.2.

With both channels inoperable, imme-diately declare the associated auxiliary feedwater pump in-operable and take the action required by Specification 3.7.1.2.

Justification and Safety Evaluation The instrumentation specified in Item 7(f) of T'able 3.3-3 is a.

ciated with its in-dividual feedwater pump.

Currently, the action specified for loss of these instru-ments is much more restrictive than the loss of the feedwater pump.

This change recognizes the availability of redundant instruments on each of three auxiliary feed-water pumps.

This change is also comparable with action specified for other instru-mentation involving independent trains of equipment covered by other Technical Specifications.

This proposed change does not alter any requirements for redundant auxiliary feed-water pumps and as such does not result in any adverse safety implications.

r ATTACHMENT 2 Technical Specification 3.3.3.1 - Radiation Monitoring Instrumentation Proposed Change Revise " Measurement Range" in Table 3.3-6 for Noble Gas Effluent Monitor -

Unit Vent from 1-103 pCi/cc to 10 -10s rad /hr.

0 Jastification and Safety Analysis The range of the monitor was extended as the result of a TMI Action Plan 0

requirement. The extended range of this monitor is 10 -10s rad /hr.

When this monitor was added to Table 3.3-6 of the Technical Specifications, the wrong measurement range was entered in the table.

(Note that the requirement for the " normal" range with its attendant alarm and trip function is covered by Technical Specification 3.3.3.9.

This proposed change corrects an error in the existing Technical Specification and as such does not r sult in any adverse safety implications.

ATTACHMENT 3 Technical Specification 4.3.3.7.1 - Fire Detection Instrumentation Proposed Change Revise the surveillance requirement for fire detection instrumentation as shown in Attachment 3A.

Justification and Safety Analysis The current Technical Specifications require that all fire detection instru-ments be subjected to a Channel Functional Test every 6 months.

For restorable detectors this is not an unreasonable requirement.

However, for non-restorable detectors, strict compliance with this specification would require replacement of all detectors every six months since performance of a Channel Functional Test is a destructive type test. The proposed testing is consistent with that speci-fied in Nation Fire Protection Association Code 72E-1978.

The proposed change involves only the surveillance frequency for fire detection instrumentation and does not change the availability of the instrumentation or the basis for the specification.

There are no adverse safety complications associated with this proposed change.

ATTACHMENT 3A 4.3.3.7.1 Each of the above required smoke detection instruments shall be demonstrated OPERABLE at least once per 6 months by performar.ce of a CHANNEL FUNCTIONAL TEST.

Fire detectors which are not accessible during plant opera-tion shall be demonstrated OPERABLE by the performance of a CHANNEL FUNCTIONAL TEST during each COLD SHUTDOWN exceeding 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> unless performed in the previous six months.

Each of the above required fixed temperature / rate of rise detection instruments shall be demonstrated OPERABLE as followa:

a.

For nonrestorable spot-type detectors, at least two detectors out of every hundred, or fraction thereof, shall be removed every five years and sent to a nationally recognized testing laboratory for tests.

For each failure that occurs on the de-tectors removed, two additional detectors shall be removed and tested.

b.

For restorable spot-type heat detectors, at least one detector on each signal initiating circuit shall be demonstrated OPERABLE at least once per 6 months by performance of a CHANNEL FUNCTIONAL TEST.

Different detectors shall be selected for each test.

Fire detectors which are not accessible during plant operation shall be demonstrated OPERABLE by the perfor-mance of a CHANNEL FUNCTIONAL TEST during each COLD SHUTDOWN exceeding 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> unless performed in the' previous six months.

r-1 ATTACHMENT 4 Technical Specification 4.6.4.1 - Hydrogen Monitors Proposed Change Revise Specification 4.6.4.1 as shown on Attachment 4A.

Justification and Safety Analysis The hydrogen monitor at McGuire relies on the fact that the thermal conductivity of hydrogen is approximately seven (7) times higher than nitrogen, oxygen or water vapor, which have nearly identical thermal conductivities (at the filament operation temperature of approximately 500*F).

Hydrogen measurement is accom-plished by using a thermal conductivity measurement cell and a catalytic reactor.

The sample first flows through the reference section of the cell, then passes through the catalytic converter where free oxygen is catalytically recombined with hydrogen to form water vapor, and finally flows through the sample section of the measuring cell.

The hydrogen content is indicated by the difference in thermal conductivity (caused by the change in sample composition) between the sample and reference sides of the cell. The primary requirement for an accurate reading is that there must be enough oxygen present to completely react all the hydrogen.

Since an excess amount of oxygen does not exist in the (sample) gas for recombing all the hydrogen, oxygen must be provided ahead of the hydrogen analyzer.

The amount of oxygen added is determined by the highe'st range of the analyzer.

Span calibration is accomplished by introducing a sufficient amount of oxygen and a span gas mixture of hydrogen in nitrogen to the cell; this will give a specific output for the readout calibration.

Zero calibration is accomplished by shutting off the oxygen supply. This results in the span gas flowing unchanged through both sides of the cell; the thermal conductivity will also remain unchanged, the cell will be balanced, and the electrical output will be zero. Thus for zero calibration the composi-tion of the sample gas does not need to be specified with any precision, and in fact the same sample gas can be used for the zero calibration as for the nine percent calibration.

The proposed changes involve only a change in the specific details of a surveillance requirement and do not change the intent or basis of the Tech-nical Specification. There are no adverse safety implications associated with this change.

F ATTACHMENT 4A 4.6.4.1 Each hydrogen monitor shall be demonstrated OPERABLE by the performance of a CHANNEL CHECK at least once per 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />, a CHANNEL FUNCTIONAL TEST at least oncer per 31 days, and at least once per 92 days on a staggered test basis by performing a CHANNEL CALIBRATION using hydrogen gas mixture to obtain calibra-tion points of:

Nine volume percent hydrogen.

ATTACHMENT 7 Technical Specification 3.11.1.5 - Chemical Treatment Ponds Proposed Change Revise the definition of Qj in the surveillance requirement, Specification 4.11.1.5, as follows:

Qj = concentration of radioactive materials in wet, drained slurry (used Powdex resin)' for radionuclide "j", excluding tritium, dissolved or entrained noble gases, and radionuclides with less than an 8 day half-life.

The analysis shall include at least Ce-144, Cs-134, Cs-137, C-58, and C0-60, in picocuries/ gram.

Estimates of the Sr-89 and Sr-90 batch concentration shall be incluoad based on the most recent monthly composite analysis (within 3 months).

Justification and Safety Analysis Prior to t.,nsferring used Powdex resin to the chemical. treatment ponds the concentration of radioactive material containeu in the batch must be deter-mined.

In evaluating the concentration of radioactive material tne surveil-lance exceludes radionuclides with' greater.than an eight day half-life.

Instead, the requirement should exclude radionuclides with less than an eight day half-life. This change would take into consideration the hold-up time involved in system operation and is obviously needed because all of the radio-nuclides specifically listed as isotopes of concern have greater than an eight day half-life.

Duke Power Company uses a vendor to perform the analysis for two of the required isotopes, Sr-89 and Sr-90, because the capability does not exist to perform this analysis inhouse. The. turnaround time for the analysis results is from three to six weeks.

This time period cannot be administratively shortened since the majority of the period is required by the vendor's analysis procedure. The Sur-veillance Requirement states that " Estimates of the Sr-89 and Sr-90 batch con-centration shall be included based on the previous monthly composite analysis".

With the fastest turn around time this data would not-be available until the end of the month.

Therefore, if the requirement is interpreted literally, McGuire would not be able to transfer Powdex resin until the end of a month, if at all.

In order to not affect station operation "... previous monthly..." has to be interpreted as the most recent previous month for which data is available.

This proposed change doe not involve a change to che maximum amount or type of activity permitted in the Chemical Treatment Pond but rather in the details of the surveillance methodology, thus there are no adverse safety implications associated with this proposed change.

f ATTACHMENT 8 Technical Specification 7.0 - Special Test Program Proposed Change Revise the introductory paragraph on Pag 7-1 as follows:

For conducting the special low power test program as described in Section I.G.1 of the Safety Evaluation Report related to the operation of the McGuire Nuclear Station, Supplement Number 4 dated January 1981, the technical Speci-fications may be excepted as follows (Test numbers refer to these specfied in William O. Parker's letter of October-10, 1981 to Harold R. Denton/ Appendix E to "McGuire Nuclear Station - Response to TMI concerns"):

Justification and Safety Analysis The Special Tests are described in both the NRC Staff Supplemental Safety Evalua-tion Report No. 4 Section I.G.1, and also in the Safety Analysis performed by Westinght :se which was submitted to the NRC by letter dated October 10, 1980 (Appendix E to "McGuire Nuclear Station - Response to TMI. Concerns"). The special test numbers in these two documents are different, e.g.

Test No. 5 in SSER 4 refers to the Natural Circulation with Loss of Pressurizer Heater test, whereas in Duke Power Company's letter this same test is Test No. 2.

The test numbers in the McGuire Technical Specification on page 7-1 are the same as those in Duke's letter but the introductory paragraph refers to NRC Staff Safety Evaluation. The proposed change is to clarify this point and as such has no advers safety implication.
