RELATED TO N4ENDMENT NO. 3 TO LICENSE NPF-9 OL'KE POWER COMPAN)
L i
INTRODUCTION By letter dated August 12, 1981 the licensee (Duke Power Company) proposes 1
modifications to the Technical Specifications for tne McGuire Nuclear Station, i
Unit 1 ~ regaraing tne auxiliary feeawater low suction pressure instrument l
channels..The McGuire auxillary feeawater (AFW) system consists of two motor l
d-iven pumps and ore turoine ariven pump normally aligned to take suction l
from tne non-seismic condensate storage tank (CST). When low suction pressure is sensea at any AF. pump, its suction patn is transferred from tne CST to tne l
seismically qualified nuclear service water system Dy opening two valves in series in tnat pumo's suction path.
Tnere are two Dressure switches in tne suction line to eacn motor driven AFW pump. Low pressure must be sensed Dy botn of tnese cnannels tone pressure swicen per valve) to effect a transfer.
Tnere are tour pressure switenes in the suction line to the turbine driven AFW pu.no ltwo switcnes 'for eacn serv 1ce water train) wnicn coerate in a sic.ilcr r;: it EVALUAT101.
Unaer tne existina Tecnnical Specifications action statenient for tnese pressure cnanneis, one eacn for tne two valves in series, if one channel fails, tnc licensee nas 4a nours tu restore Inat coonnel tu operecie status cerore takin; l

Tne proposed m uitication would allow the licensee 4s nours to restare to:

e-Environmental Consideration-We nave determined tnat tne amena:Lent oces not authorize a'cnonge in effluent types isf total amcunts noran increase in power level and will not result in any significant environmental impact, itaving mace tnis determination, we have furtner concluded that the amendment involves an action wnten is insignificant from tne stanopoint of environmental im9act ano, pursuant to 10 CFR Section 51.5(d)(4), tnat an environmental impact statement or negative declaration anc environmental impact ~ appraisal r,eea nct ce preparea in connection witn tne issuance of this amenament.
, Conclusion-We have concluded, baseo on the consicerations discussed a30ve, that:
(1) because tne amendment does not involve a significant increase in tne probability or consequences of accicents previously consioerea and coes not invcive a significant decrease in a safety margin, tne amenorent does not involve a significant nazaroc consiceration, (2) tnetc is reascnable assur-s.nce that tiie healtn and safety cf tne pablic will not be encangered by I
operation in tne proposeo manner, ano (3) sucn activities will ce conouttec in compliance with the Commission's regulations and the issuance of this a.menament will not bo inimical to tne coramon cefense ana v.carity or to tne nealtn ano safety of tnr publi;.
