  • While shutdown for refueling it was determined that the Technical Specification requirement for determining river water supply system pump TDH was not being met.

Technical Specification 4.5.J.1.c requires each river water supply system pump to deliver at least 6000 GPM at a TDH of 57 feet or more. Surveillance tests required verification of the pumps ability to deliver required flow only. Subsequent testing of River Water Suppi,y System pumps has determined that 3 out of 4 of the river water supply pumps were not capable of developing the required head. The fourth pump did deliver the required flow at required head.

  • Plant records indicate that during the pre-startup period in early 1974,'it'was recognized that the pumps could not perform as required by the Technical Specifications.

The intent at that time was that the TDH requirement would be deleted from the Technical Specifications. This change was implemented in our Surveillance Test Procedur,, but was not implemented in the Technical Specifications. .

Cause Description Technical Specifications flow and head requirements used pump nameplate performance data. The limits the nameplate data provides are teo stringent for normal operation of.

river water supply pumps and are not required to meet system performance requirements.

Corrective Action An amendment to Technical Specifications (RTS 127) has been submitted for review.

This proposed revision will change the requirement that the River-Water Supply System pumps must develop a TDH of 57 feet to requiring a TDH of 46 feet. This number was determined to be the actual pump head required to deliver the required flow to the system. Technical Specification 4.5.J will require the RWSS pumps to be tested to ensure they will deliver 6000 GPM at a TDH of 46 feet or more with a test frequency increased with low river water level. In addition the operating RWSS pumps will be demonstrated to deliver 6000 GPM daily. These revisions will not result in the degrada-tion of the RWSS ability to fulfill its safety function. No further corrective action is planned at this time. ,
