I propose to send the Comission periodic reports on matters of particular interest within the staff.
For the most part I will try to do that weekly. This is the first such report and is, therefore, longer than I would expect for future reports.

THI VENTING: The public comment period has been extended to May 16.

A large number of comments have already been received, including those of Governor Thornburg and UCS. Staff will review and revise the EIS and provide a recommendation to the Commission. A paper should be to the Comnission the first of June.
2.
INTERIM CONSOLIDATION BETHESDA/H STREET: A plan is being developed in consultation with offices.
I propose to discuss the matter of office-locations with the Commission in about a week.
In the meantime, in order to make space, NRR is moving some people to the building occupied earlier by the Rogovin group.
L R:ADIATION POLICY COUNCIL MEETING: NRC was represanted by R. Mincgue and H. Peterson at the first formal Radiation Policy Council Meeting held on May 14, 1980, which was primarily devoted to a review of the events leading to creation of the Council, discussion of operating precedures, and mechanisms to ens;ce full anc :ubstant've :uclic icput.
I,nmediate interagency working groups are planned to be formeo on occupational radiation eyoosure (chaired by OSHA), natural radioactivity -
radon problems (chaired by EPA), low-level medical radioactive wastes (chaired by Health and Human Services)(HEW)), and preparation of a directory of Federal radiation act'v' ties and responsibilities (chair to be selected). NRC is to be repre sented on all four groups.
Partici-pation in the fourth of these groups should require little more than providing already compiled information, but the first three may involve considerable staff effort.

MARBLE HILL On 8/7/79, as a result of inspection findings, licensee stopped work on all safety related construction of the Marble Hill sita. An order issued on 8/15/79 confirmed the suspension of the construction. Yester-day (5/15/80), V. Stello siened a Graduated Rescission of Order, which states that the licensee's :r:essful implementation of the 5 stage program described therein (a result of negotiations between IE, ELD, and RIII) would lead to the resumption of construction. This was mailed to licensee this morning and a copy was faxed to RIII.

FEMA The Federal Emergency Management Agency (FEMA) and the Nuclear Regulatory Commission (NRC) have agreed to the transfer of certain emergency pre-paredness functions that had been located in the Office of State Programs to FEMA.
Eight positions, six of which are currently encumbered by NRC employees and one - possibly two - of which are SES would be transferred upon the issuance of a redetermination order frem the Office of Manage-ment and Budget (OMB).

BUDGET MATTERS A.
The mid-year financial review is being prepared by the Controller.
We are reviewing approaches to incorporate the DUTS mid-year report with the financial review. The current target for forwarding a paper to the Connission is the week of May 26.
B.
FY SO Travel Reduction: The OM3 staff has indicated that based on the NRC reclama, partial relief from the travel reduction would be granted to NRC. The relief amounts to $625,000 which brings the NRC ceiling to $8,347,000. NRC's reclama asked for a $9,000,000 ceiling. CON is developing a revised travel plan.

EMERGENCY P!.ANNING:
1.
FEMA connents on NRC Rule on Emergency Preparedness were due fiay 14,1930. The draft effective rule should be forwarded to the Comission in about two weeks.
2.
NRC/ FEMA MOU on Incident Response is moving slowly because FEMA is preoccupied with Cuba / Florida events.
3.
FEMA rule on Procedures and Policy on Emergency Precaredness has been comented on by NRC staff. FEMA expects to publish the proposed rule for comment in about two weeks.

Draft amendment to the Atomic Energy Act, which would transfer to FEMA all NRC responsibility regarding State and local govern-ments' preparedness for res'ponding to nuclear power plant emer-gencies, was sent to Senator Simpson on Acril.~io,1930 for con-sideration in conjunction with the FY 81 Authorization Bill.

HIRING FREEZE OMB is expected to give NRC some relief in this matter shortly. The nact nature or extent of such relief has not been clar!fied as yet.
