EDO REPORT (WEEK OF JUNE 23-27, 1980) 1.
FEMA The detail period for Office of State Programs staff to FEMA has been extended to 9/30/80. The NRC/ FEMA MOU has also been revised to reflect this detail extension.

Procosed Cocoeration with INPO and NSAC C. Michelson and J. Heltemes of AEOD visited the Institute of Nuclear Power Operations (INPO) on 6/18/80 to discuss possible areas of cooperation in operational data activities. Also, the continuous discussions between AE00 and the Nuclear Safety Analysis Center (NSAC) may lead to a three-party coc7erative agreement. A draft of such cooperative proposal has been sent to the EDO on 6/26/80. NSAC (Dr. Zebroski) will schedule a meeting with AE00 soon. On Monday, 6/30/80, INPO intends to inform the President's Nuclear Safety Oversight Comittee (Governor Babbitt) that there is general agreement among the three parties, (NRC, INPO, HSAC), and that work is in progress on structuring a cooperative agreement.

NFS Facility. West Valley, New York NMSS sent a letter to the co-licensees of the facility (New York State Energy Research and Development Authority; Nuclear Fuel Services, Inc.)
on 6/26/80 requesting that they give support and cooperation to the inspection and evaluation program on its high level liquid waste storage system, which is conducted by an NRC Contractor, Rockwell Hanford Operations.
This was due to a previous letter f.om NFS to Rockwell, stating HFS' position that " appropriate indemnification agreements must be developed... prior to J
granting permission for on-site inspections, etc."

FY 1982 Budoet Review During the week of June 23 the Deputy EDO, in conjunction with CON and MPA, reviewed FY 1982/83 Office Budget Requests. The EDO review and initial 1810 123 o os ames >..............

The EDO review is basically on schedule and budget recomendations will be forwarded to the Comission on July 15, 1980.

Partial Relief on Hirino Freeze OMB has authorized a partial exemption to NRC's hiring limitation. -
In a merbrandum dated 6/27/80, the Acting EDO informed Office Directors of this partial relief, and directed the Offices to extend offers for positions, under this partial exemption, based on a priority roster maintained and revised weekly by the. Personnel office.

DOE Reorcanization Effective June 22, 1980, DOE reorganized their nuclear reactor R&D program under the Deputy Assistant Secretary for Nuclear Reactor Programs. The Deputy Assistant Secretary is responsible for manage-wnt and operation of DOE's nuclear rector programs and for coordination of nuclear energy R&D with other organizations. The major changes are the establishment of a new office of LWR Technology directed by Jerry Griffith and a new Office of Safety, Quality Assurance and Safeguards directed by Andrew Pressesky. These changes are expected to result in more emohasis on LWR technology and safety in DOE.
