1.

Exercise at IE Incident Resconse Center (IRC) b re will be an exercise at the IRC on Wednesday, November 19, 1980.

This exercise will test comunications eouipment, emergency response plans and procedures for the hypothetical nuclear power plant " Alpha."

2.

Personnel Chances Lake H. Barrett has been selected to fill the position of Deputy Program Director, TMI Program Office. replacing John Collins. Robert Minogue has been selected to fill the position of Director, Office of Nuclear Reactor Research. Thomas E. Murley has been selected to fill the position of Director, Division of Systems Safety, NRR.

Hearino on McGuire Nuclear Station, 50-369/370 Intervenors in the low power license hearing petitioned the ASLB to re> pen the hearing as a response to TMI-related matters.

It is anticipated that there will be a contested hearing on the low power license if the Board agrees to reopen the case.

Reoraanization of IE Headouarters

.The IE Headquarters reorganization is complete with the exception of the physical move of the Emergency Preparedness Program Office transfer to IE.

This move will await the availability of space.

5 Actions with Rhode Island Re United Nuclear Caro. (UNC)

A meeting with Governor Garrahy's staff has been scheduled for Wednesday, November 21, 1980 to discuss issues relating to UNC's transportation of nuclear waste. A second meeting is planned which may include opportunity for public participation, as well as participation by representatives of UNC. Representatives from NMSS, IE, and SP will attend both meetings.

Hearing on Indian Point Nuclear Plant, 50-3 A public meeting opened on November 5 to review the technical issues re the proposed re-start. NRC representatives received considerable abuse which had little to do with the technical matters under consideration.

IE is considering an independent analysis of thermal stress on the con-tainment vessel.

CSNI Meeting CSNI set up a Senior Advisory Group on Class IX accidents. The general consensus of members of CSNI was that there should not be a rush to add mitigation factors to regulations until we thoroughly establish the current capability of reactors to cope with Class IX accidents.

EE0 Reoort Study NRC contracted with CRC Education and Human Development, Inc. to assess our Equal Employment Opportunity Program. The contract which began in February was scheduled to be completed in November. Because of problems associated with data gathering, cleaning of the personnel data tapes, and CRC's lack of familiarity with the NIH computer, the period of performance has been extended to January 30, 1981 at an additional cost of $30.090.67.

The final report is due December 16 and a management briefing on or before January 30.

ACRS Review of Transoortation Certification Branch Packace Review Process At the ACRS meeting on November 7,1930, the full Comittee of the ACRS agreed to undertake the independent review of the Transportation Certification Branch package review process.

It is expected that the review will take about one year. The review is to be conducted by the Subcomittee on Transportation of Radioactive Materials and consultants. The Comittee stated that they will be sending a letter to the Comission advising them that they are going to under-take the review.
