EDOREPORT(WEEKOFMAY 19-23, 1980) 1.

Grants and Coooerative Acreements A paper which gives a brief overview of NRC's statutory grant authority and discusses proposed policies and procedures for NRC's use of this authority was forwarded to the Chaiman on 5/21/80, with copies to the Comissioners. This paper has been prepared by the EDO in response to the Chaiman's earlier request for a report on the NRC's implementation of a program of financial assistance for research, through grants and cooperative agreements.

FY 81 Senate Authorization Bill The FY 81 Senate Authorization Bill reduces the NRC budget request by

$23.4 million allocated in the manner we had specified. Additionally, NRC is directed to spend $2.8 million for gas reactor research and

$19.7 million for breeder reactor research from within the total research budget, an increase of $14.7 million over the requested figure. Short-

'. ' falls of $7 million for the FY 81 lab loaner program and $2.5 million for TMI Action Plan work result in a total funding problem in FY 1981 of approximately $50 million. A reclama is being prepared.

FY 81 TMI Action Plan Reorocraminc As requested by the Comission, the staff is preparing an assessment of the reprograming that would be necessary to accorr."odate the Senate l

authorization reductions and TMI Action Plan work in FY 1981. Prcjected completion date is June 6,1980.

The Nuclear Safety Oversicht Comittee The President's Nuclear Safety Oversight Comittee has requested that the NRC present testimony at a hearing scheduled for Wednesday, May 25, 1930, in Pasadena, California. The testimony should be approximately 0 123 ONI

Other invitees include: Frank Cam for John Macy, FEMA; T. Cochran, NRDC; Mitchell Rogovin, TNI Special Inquiry; and Floyd Lewis, Middle South Utilities, Inc. -

Bob Bernero will be present in behalf of the Special Inquiry Group as Mr. Rogovin cannot attend. Bill Dircks will testify for NRC.

Radiation policy Council: On May 21, 1980 there was an initial meetin!

of tne principal Working Group of the Radiation Policy Council to plan _

an agenda of topics that the full Council should address.

It is expected that this agenda would be ready in September. NRC representatives have been named to three initial sub-working groups:
