EDO REPORT, JUI.Y 14-25, 1980 1.
GA0 Study of NRC Consolidation An entrance conference for the GA0 study of NRC consolidation was held on July 16,1980, in the Office of the EDO. GA0's study results concerning the options available for the NRC consolidation, as well as its recomenda-tions, will be due at the House and Senate Appropriations Comittees by Septernber 2,1980.

Joint NRC/ DOE Research on Imorovino Reactor Saf:ty This interagency agreement had originally been intended to address FY 1980, but was recently extended to cover FY 1981 as well. Under this agreement, NRC is to review DOE's R&D plans and provide coments as necessary.
3.
Problem with Westinchouse re Part 21 Reoortino Recuirements Westinghouse representative met with IE on July 16, 1980, to discuss its request that IE withdraw the Notice of Violation against Part 21 reporting requirements issued to Westinghouse on October 15, 1979.
IE will notify Westinghouse of its decision once the infomation obtained at the meeting, as well as some additional infonnation to be provided by Westinghouse, is reviewed by the IE staff.

The Comissioners 4.
Affimative Action Advisory Comittee 5 met with the AAAC and discussed a number of the Comittee's reconriendations. It was a constructive meeting and their coments were well thought out.
I will provide the Comission with copies of my response after I receive the minutes.

Small Businest. Office - The candidate selected from 00E has accepted.
Subject to security clearance, which is in process, he sh:uld report to duty in two weeks.

IAEA position - I expect to make a selection from the Selection Panel list by the first of August.

Draft PEIS on THI-2 On August 6,1980, the Co:anission will be briefed on the draft Programmatic Environmental Impact Statement on TMI-2, which is to be printed next week.
The Federal Register notice will be published on Aug'.:st 8,1980.
7.
Systematic Safety Evaluation Plan EDO, ELD, and NRR staff are examining Section 110 of the FY 1980 Authorization Act (and the section's history in the Bingham Amendment) to detemine the appropriate scope for the development of the Systematic Safety Evaluation Plan.
