EDO REPORT (WEEK OF MAY 27-30, 1980) 1.

TMI Ventino Decision A paper was sent to the Connission 5/30/80. The EIS was delivered tc; the Conaissioners the following day. A decision by about June 13 will be required if venting is to begin this sumer.

2.

Nirine Freeze The OMB staff has proposed a plan that would grant partial relief to the NRC hiring freeze. The plan would set aside 196 vacant positions and allow NRC to fill these without restriction. Offers are already out for 145 of these positions and 51 additional offers could be made.

The number of personnel on board (2870 as of 5/19/80) would become a separate ceiling that would be reduced by one for every two losses.

Approxim.tely 400 IE inspectors would be exempted from this restriction and could be replaced on a one for one basis. We hope OMB approval is iminent.

OM3 Meetina on Leaislation OMS requested staff to discuss with them legislation prpposed by Senator Kennedy on liability for occupati.onal workers exposed to radiation. The meeting was cancelled and may be rescheduled.

4.

FY 1981 Senate Authorization Bill A reclama to the Senate Authorization Bill is being prepared and will be fonvarded for the Chaiman's signature. The reclama requests that $7.0 million for the Lab Loaner Program and $1.4 million for NRR TMI Action Plan work be added to the NRC authorization.

Nuclear Safety Oversicht Comittee (Gov. Babbitt)

Bill Dircks testified for the NRC and ritiewed principal activities in the Agency since TNI. The witnesses were Tom Cochran, Bob Bernero appearing for Rogovin, Floyd Lewis, and Shelly Schwartz appeared for FEMA. The Comittee intends to be in Washington about the first of July and wishes at that time to meet with the Comission. Their

imediate concerns are with Operator Training and Emergency Planning.

Vaste Hearine (McComack Subcomittee)

The basic thrust of NRC testimony was that if the demonstration recository were to be constructed into a fc!1-tem repository, the initial establish-ment should be accomplished within c. regulatory framework. NRC testimony, th'erefore, did not support the legislation. After the testimony, Comittee staff asked for NRC coments which might lead to NRC support of a revised bill.

SALP Hearina (Moffett) (Svstematic Assessment of Licensee Perfomance)

The Subcomittee was generally supportive of the SALP concept and questioned staff concerning bringing the concept into practical operation.

9.

Risk Assessment of Interim Ooeration at Indian Point The Office of Nuclear Regulatory Research (RES) has evaluated the risk of operating Indian Point reactors for the coming year. The initial draft report is being revised to incorporate OPE coments.

The report is expected to be completed in two weeks.

10. Limerick Haarino (Udall)

Harold Denton testified for the NRC in the Limerick Hearing (Udall) on May 27. Denton indicated that NRC had asked the Philadelphia Electric Company (PECO) to perfom risk assessment of the Limerick plants, located 23 miles from Philadelphia, and based on this review NRC may consider modifying the Limerick construction pemit.
