EDOREPORT(WEEKOFJUNE 2 - 6, 1980)
- l.. Emercency Plannina Rule The ACRS Subcomittee on Site Evaluation met on 5/21 to review the staff's proposed final rule change on emergency planning.
On 6/5 the ACRS met and discussed the staff's proposed final regulation and the subcomittee coments.
It was concluded then that most of the subcomittee coments have been resolved satisfactorily.
2.
TMI Waste Meetine A meeting with MET /ED was held on June 6.
A'sumary of the meeting follows:
a.
Discussed steps to be taken by MET /ED to assure that high level waste from cleaning the contaminated water in the reactor building will be properly handled and disposed of.
b.
NRC provided preliminary guidance for high specific activity waste forms that would result from processing containment building wastes.
c.
MET /ED will be submitting a request in the next few weeks forr.econsidera.tibn of the Comission order for the solidificatifon of EPICOR II waste.
d.
MET /ED will be submitting a report in the next two weeks on the composition of container 1:ation of EPICOR II waste.
e.
NRC representatives will attend a meeting on June 17 in the State of Washinpton Governor's office to discuss !!ET/ED's disposal of low level waste in the Washington burial ground.

Meetinc on South Texas Issue
~
IE staff met with Congressman Barton Eckhardt's staff on June 5, and provided the latter with background infonnation and the j
investigational findings on the South Texas issue. A question was raised concerning the identity of the persons interviewed during the investigation. IE staff stated that their identity was 'a be -
kept confidential. There is a possibility for a hearing in July.

Delay in Effective Date of Parts 25 and 95 Delays in implementing Access Authorization and Secondary Facility Approval for Licensees have caused a droo in the effective date to October 1.
Delay due to GAO approval (finally received on May 19) and the general unfamiliarity of licensees with this tvoe reculation hava 65.fe the extension in the effective date necessary.
5-NRC/ DOE Annual Manacement Meetino E'00 co-chaired a meeting with Ruth Clausen of DOE on Friday, 6/6/80.
This meeting was held according to the MOU with DOE which provides for such a meeting with senior management annually in order te discuss general problems. EDO discussed the problem of " National labs" vs.
DOE labs; DOE appeared responsive and wished to assure us of their support :'
at the Assistant / Secretary level. Briefs were presented on a number of general areas, but nothing of policy consequence was discussed. DOE did agree to look into the NRC problem of GPF funding promptly and to
" stay in close contace" on the Edgemont tailings problem.
