Low-level Wastr. Considerations State of Washington ' officials have informed OSP that an initiative will be on the ballot this fall relating to the banning of out-of-state wastes.
If approved', this initiative would ban all high-and low-level radioactive wastes. from out of state on July 1,1981. Medical and academic wastes originating from out of state would be banned after 1984.
If a state has entered into a compact by these dates, their wastes would be accepted in Washington.
Hearings cencerning the renewal of NECO's Nevada license for low-level waste burial were held during the week of September 8,1980. A decision on this licer.se is not expected for at least two weeks. The potential exists for restrictions on use of this site also.
3.' 5A0 Generic Clearance for Issuance of IE Sulletins

Previctsly issued GA0 generic clearance for issuance of bulletins and. generic
' letter; expired on July 31, 1980. NRC staff had applied for renewal prior to the e>piration date. GAO permitted continuation of issuance under timely renewal.
On September 8,1980, IE staff was informed of GAO's intent to with-draw the generic clearance. During a meeting on September 11, 1980, with IE staff, GA0 agreed to allow continuation of issuance until November 30, 1980.
Dur'ng this extension, IE staff will meet with GA0 to negotiate this issue.

Interim Relia'bility Evaluation Program (IREP)
Phase II of IREP began September 15, 1980, with four plants being studied:
Millstone 1 and Calvert Cliffs 1 by a team in Bethesda; Arkansas 1 by a

team at Sandia; and Browns Ferry 1 by a team in Idaho. The current schedule calls for a final report to be issued in June 1981.

Senior Contract Review Board (SCRB)
The SCRB is operating. The final charter is due to the Commission the week of September 15.

Automated Pay Syste_m Pay statements and checks to be issued I'ues&ty, Sege.4er16,1980, have been run on the newly-implemented Automated Pay System on the mini-c:mputer.

1980 Agreement States Meeting The 1980 All Agreement States Meeting will be held October 7-9, 1980 in the conference room of the Stadium Hotel in Atlanta, Georgia.

Meeting with TMI Congressional delegation Kevin Cornell, with representatives from 03C and NRR, has been invited to meet with Congressman Ertel et al on Wednesday, September 17, to discuss the draft report on Potential Impact of Licensee Default on the NRC and on Cleanup of TMI-2.
