(a) Your letter of October 10, 1980 The staff has reviewed Reference (a) and determined that your commitments do not satisfy our criteria. We request that you modify your comitments to comply with the following:

Revised TS's may be required prior to operatidh with the modified systems and if so, must be proposed at least 3 months in advance of the modification completion dates.

Address any questions you may have on the Long Term Program to Mr. John N. Hannon, Lead Engineer, on (301) 492-9796.
