Your letter of October 1,1980, addressed the BWR scram system and the design and performance criteria being developed by a subgroup of the BWR Owner's Group.

In particular, your letter requested that Georgia Power Company provide details of our participation in this effort.

The Owner's Group is an advisor / body to the various BWR owners and is composed of representatives of the various owners who contribute their time toward the resolution of the generic issues which are under consideration by the Owner's Group, as voted by the members. As such, the Owner's Group provides a technical pool for the efficient resolution of the ganeric issues addressed, and provides input to the individual BWR owners for their consideration in the form of recommendations. Those recommendations are then reviewed by each BWR owner to determine acceptability and applicability to the owner's specific facility. The owner may incorporate a reconi.nendation as approved by the Owner's Group, or modify or reject it entirely.

Georgia Power Company is an active member of the BWR Owner's Group, and actively participates in several subgroups as well. Although Georgia Power Company is not a participant of the subgroup considering criteria for the scram system, we have followed with interest, as a member of the Owner's Group, the several drafts of the criteria as they have been developed.

In addition, your October 1,1980, letter requested information on our plans for re-evaluation of the scram system, and the result of any re-evaluation. We expect that in addition to the issues raised by Bulletin 80-17, many generic issues such cs mis, will be addressed by the criteria established by the Owner's Gen.'

Page Two Georgia Power Company plans to consolidate the reviews of the scram system design, rather than performing separate reviews using the General Design Criteria of Appendix A to 10 CFR 50 and the Owner's Group developed criteria. When the Owner's Group has rewmended a set of criteria, Georgia Power Company will review che criteria, 6-discussed above, and provide the NRC with a schedule for completion of the consolidated re-evaluation and submittal of results.

If the re-evaluation should indicate that design changes are warranted, a schedule for implementation of the design changes will be developed and sobmitted to the NRC.

We believe this deliberate and consolidated effort will help prevent incorporation of unwise, unnecessary or even undesirable design changes, and will assist in identification of and incorporation of necessary and desirable design changes which will further enhance the safety of the existing BWR scram system.
