20555 NRC DOCKETS 50-321, 50-366 OPERATING LICENSES DPR-57, NPF-5 EDWIN I. HATCH NUCLEAR PLANT UNITS 1, 2 REQUEST FOR EXTENSION OF DECEMBER 31, 1982 COMMITTMENT DATE FOR BWR SCRAM DISCHARGE SYSTEM MODIFICATIONS Gentlemen:

The following is submitted as a revision to our letter of March 4,1981, which presented our proposed program for modifications to the Plant Hatch scram discharge systems.

Although not within the scope of I&E Bulletin 79-018, we have decided, due to the nature of the replacement equipment, to integrate these modifications into the Analog Transmitter / Trip System (AT/TS) which is being installed as part of our program to fulfill I&E Bulletin 79-018 requirements.

Present schedules indicate that with expedited testing and/or delivery of replacement equipment, GPC will be unable to meet our present commitment date of December 31, 1982 for installation of qualified level transmitters in the Scram Discharge System.

The expected delivery date of equipment required to make the AT/TS level sensing instruments operable is during the scheduled Unit 1 refueling outage, most probably in January, 1983.

Th.ts schedule precludes attaining system operability during the current Unit 2 outage.

Georgia Power Company, therefore, proposes to install the AT/TS level sensing instruments on Unit 1 during the scheduled refueling outage beginning in the Fall of 1982 and extending into early 1983 if parts and engineering packages are available at the plant, and to complete the Unit 2 modifications during the scheduled refueling outage in the Spring of 1983, again, pending receipt of engineering and parts.

Should engineering or parts not be complete and available during the scheduled refueling outages, the modifications will be completed during the next outage of sufficient duration to enable work to be performed, but no later than December 31, 1983.

l GPC will continue to expedite delivery and installation of this equipment.

Periodic engineering and maintenance reviews are conducted to identify problem areas and schedule installation of equipment.

GPC. is

' prepared to meet with the NRC staff to expand or clarify the details of our plans, progress, and schedule.
