Region II - Suite 3100 RII: JP0 101 Marietta Street, NW 50-321/50-366 Atlanta, Georgia 30303 I&E Bulletin 80-17 ATTENTION: Mr. James P. O'Reilly Gentlemen:

The following information is submitted in response to I&E Bulletin 80-17.

In accordance with Item 2 of the Bulletin, an automatic scram was performed on July 31, 1980. The scram discharge volume responded properly, and no problems were noted. The data requested are givea in Attachment 1.

In accordance with Item 3, SDV vent lines were verified to be functional at the conclusion of the above tests.

In accordance with Item 6c, our A/E has completed a 10 CFR 50.59 review covering the operation of the Standby Liquid Control System with both pumps.

The evaluation indicates that the system, as designed, cannot be operated safely with both pumps running and the reactor at maximum ATWS pressure of 1297 psia. Details of the review will be furnished on request.

This completes our response to I&E Bulletin 80-17 and Supplement 2.

Responses to Supplement I will be submitted at a later date.

Please contact this office if you have any questions in this regard.

Very truly yours, YJ. W&
