ECWIN I. HATCH NUCLEAR PLANT UNITS 1, 2 BWR SCRAM DISCHARGE SYSTEM MODIFICATIONS Gentlemen:

Georgia Power Company responded on October 24, 1980, to the Commission's letter of October 1,

1980, which requested a

schedule of proposed modifications to the SWR scram system, by stating that we were consolidating the reviews of the scram system designs and would provide you with a schedule for any modifications which are determined to be needed following the review. 'The following information is provided as additional response to your October 1,1980, request.

Following issuance of the Owner's Group Criteria and the Commission's safety evaluation report, Georgia Power Company initiated the review process in December, 1980, by requesting our architect / engineers to provide the necessary review and -recommendations with a

proposed schedule for implementation.

We now expect that review process to be complcte by April

.15, 1981, and will submit to your office by April 30, 1981, a comprehensive program of proposed modifications and implementing schedule for the BWR scram discharge system which will' address itself not only to the Owner's Grouc Criteria and staff safety evaluation, but will also address all applicable General Design Criteria, expected ATWS modifications and any other known generic issues affecting the scram discharge system.

However, in the interim before our review is. complete, Georgia Power Company can state that -e are committed to the Owner's Group Criteria as they are understood by us at this time;'titd is, to prevent failure to scram as a result of undetected water in the scram discharge volume and to provide for consistent - water level indica d.on, taking into consideration piping geometrie s.

We would expect to. discuss any individual ' criteria with your staff which are not specific enough to judge what is intended in order to come - to a common understanding ret,arding such criteria.

The revia w which is in progress will identify those aIns which require modifications in order to conform to the Owner's Group C51teria.

The required modifications will include diversity of instrumentation hich provides inpJt-to RPS to provide a scram signal ~ when the water level reaches the scram setpoint ~ in the scram discharge volume.-

The review program which is scheduled for ComDietion in April, 1981, will contain a schedule for completion of other modifications we have identifi!d as desirabic but not related to the Owner's Group Criteria.
