Dear Mr. Burstein:

We have completed our review of the electrical, instrumentation, and control design aspects of the override of containment purge valve isolation and other ESF actuation signals for Point Beach Nuclear Plant, Units 1 and 2.

Based on this review, which is explained more fully in the enclosed Safety Evaluation Report and consultant's Technical Evaluation, we have concluded that the Point Beach design, as recently modified, is acceptable with the exception of the radiation monitors which initiate containment purge isolation.

At present, these monitors are not safety grade and do not satisfy the require-ments of IEEE-279-1971. This recomendation has been incorporated into Regula-tory Guide 1.141, Rev.1, " Containment Isolation Provisions for Fluid Systems",

with a proposed implementation schedule of January 1,1981. This revision has been endorsed by the ACRS, and its recomendations will be required following final staff approval, at which time you will be contacted further.

Our review of your January 9,1980 letter indicates that you have comitted to our " Interim Position" on containment purging and venting. We would expect this comitment to remain effective pending completion of our long-tem review of this generic issue.
