SUBJECT:

POINT BEACH CONTAINMENT PURGE The purpose of this memorandum is to document action taken by telephone on Friday, August 3, 1979.

On or about 3:00 p.m. on this date, I received a phone call from C. Krause, Wisconsin Electric Power Company licensing engineer for Point Beach. He requested relief, on a one-time basis, from Wisconsin Electric's commitment of April 11, 1979, to not open containment purge valves above the cold shutdown condition.

The specific circumstances were that Ur.it 1 was to be shut down that evening to reinforce the welds on Unit 1 auxiliary feedwater lines (joint between auxiliary feedwater and main feedwater lines). These welds had been found to be non-conforming to B31.1 following the cracking examinations (called for in IE Bulletin 79-13) made on Unit 2.

The containment atmosphere was such that welders and support personnel would have to wear full face masks unless the containment could be purged for two hours (estimated release--

14% of allowable).

The purge would be conducted for two (2) hours with reactor coolant temperature between 450-3500F, and pressure between 1000-400 psig.

Wisconsin Electric estimated that 1-2 man-rem of exposure could be saved.

This matter was discussed with you, W. Gammill, D. Eisenhut, and E. Jordan.

Following these discussions, I returned the call to Wisconsin Electric advising them that we found their proposal acceptable on a one-time basis (only) under the specific plant conditions described.
