k DOCKET NOS. 50-266 AND 50-301 MODIFICATION TO TECHNICAL SPECIFICATION CHANGE REQUEST NO. 68 CONTAINMENT PURGE VALVE OPERABILITY POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 On August 28, 1981, Wisconsin Electric Power Company submitted a license amendment request dealing with the operation and~ surveillance testing of the containment purge supply and exhaust isolation valves at our Point Beach Nuclear Plant, Units 1 and 2.

This submittal was in response to the Commission's letter of July 21, 1981.

By letter dated November 23, 1981, the NRC staff requested that we modify this amendment request to include the following additional commitments:

1.

The NRC has requested that in addition to maintaining these valves closed, except for the cold shut-down or refueling modes, we specify the valves to be locked closed.

We have, accordingly, modified the proposed Specification 15.3.6.c to require the valves to be locked closed except when in the cold shut-down or refueling modes.

The locking devices will be applied to the valve operator control switches in the control room and will prevent power from being supplied to the valve operator by physically restricting operation of the valve control switches.

2.

The NRC has requested that we verify that the containment purge supply and exhaust isolation valves are locked closed at least once every 31 days.
