DOCKET NOS. 50-266 AND 50-301 CONTAINMENT PURGING AND VENTING DURING OPERATION POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 Your letter dated Ncvember 19, 1979 requested that we provide an additional interim commitment to operate the containment purge and vent valves at the Point Beach Nuclear Plant in conformance with the interim position provided with that letter.

This is to confirm the additional interim commitment you requested.

Your letter also requested that we provide information which demonstrates that a program has been initiated to verify purge and vent valve operability on an expedited basis.

Attached is a copy of our letter to Bechtel Power Corporation dated September 17, 1979 requesting that they verify purge valve capabilities.

In addition, by letter dated November 1, 1979 we committed to consider the guide-lines for valve qualification prograns, provided with your letter dated September 27, 1979, daring our evaluation of modifications for improved purge valve reliability.

We trust these commitments will satisfy your request.

In response to a lette* 9f Itovember 23,1973 from the Nuclear Regulatory Connission, we 1:ivestigsted the capability of the containment purge inlet and outlet valves to close from the fully open positica in the event of a loss of coolant accident.

Discussions with the manufacturer

of the valves indicated that the valves might not wf thstand the closure force during the containment pressure transient following an accident.

However, if the valves are operated partially open, manufacturer s data d

indicate that the valves could withstand the closing forces, and would perfom their intended function. We request that Bachtel perfora the following analyses to verify purge valve capability:

1.

Detemine the forces on the valve disc as a function of time and differential pressure during the accident.

2.

Detemine the capability of the valves a ad valve opera-tors to withstand these forces and defira! problem areas.

3.

If the valves cannot close from the fully open position, detemine the partially open position from which the valves can close.

4.

Detemine the flow rates at partial valve openings during nomal pu Ging operations.

Review ductuork and fan design to assure operability during normal punjing with partially closed valves.

6.

Provide design nodifications, if necessary, to allow purging with partially closed valves.

7.

Investigate the potential for replaceuent or redesign of the valve to ensure capability to close from the full open position.

All work shall be QA scope, according to the provisions of QA Manual Pul0447. 'le request that you assign a separate job order nunber for this work.

Please refer to your rir. D.11. Clark's letter of April 25, 1979, regarding estinated manhours and schedule for cocpleting this work.
