Momstown, New Jersey 07960 (201)455-8200 OYSTER CREEK NUCLEAR GENERATING STATION Forked River, New Jersey 08731 Licensee Event Report Reportable Occurrence No. 50-219/79-/IV3L-0 Report Date May 17, 1979 Occurrence Date April 19, 1979 Identification of Occurrence Core spray pump NZOlA failed to start during a routine pump operability test.

This event is considered to be a reportable cocurrence as defined in the Technical Speci fi cations, paragraph 6.9.2.b.2.

Conditions Prior to Occurrence The plant was operating at steady state power.

Plant parameters at the time of the occurrence were:

Powe r: Generator, 670 MWe Reactor, 1912.1 Mwt Flow: Recirculating, 14.9 x 104 gpm Feedwater, 7.146 x 106 lb/hr Stack Gas: 3.66 x 104 uti/sec Description of Occurrence On Thursday, April 19, 1979, at approximately 1100 hours0.0127 days <br />0.306 hours <br />0.00182 weeks <br />4.1855e-4 months <br />, while performing the Core Spray Pump Operability Test, core spray pump NZ01A in System I failed to start upon an initiation signal.

A fuse failure created an opening in the control closing circuit of the breaker for the pump motor.

The fusible link did not f all at the center indicating an overcurrent situ-ation, but did fail at one of the ends, Indicating current fatigue in a localized area.

Reportable Occurrence No. 50-219/79-11/3L-0 Page 2 May 17, 1979 Analysis of Occurrence The safety significance of this event is considered to be minimal since there are two independent core spray systems, each capable of providing adequate core cooling. Each system is provided with two full capacity pumps and two full capacity booster pumps. If one pump falls to function, the other pump is placed into service automatically.

At the time of this occurrence, the backup pump (NZOIC) was available for service in System i as well as all components in System II.

Corrective Action The failed fuse was replaced, and the Core Spray Pump Operability Test for pump NZOI A was performed successfully. The failed fuse will be sent out to be analyzed. The results of the analysis will be factored into the preven-t t ve maintenance program. Additionally, all circuit breaker control fuses on engineered safeguard systems will be replaced during the next re fuel ing outage.

Failure Data item: One time, Class K-5 Fuse Manufacturer: Shawmut Rated: 15 amps 250 Vac or less
