DECOMMISSIONING INSPECTION PLAN FOR OYSTER CREEK NUCLEAR GENERATING STATION - 2018

Dear Mr. Hanson:

This letter is to inform you of planned oversight activities at Oyster Creek Nuclear Generating Station (OCNGS) after the planned permanent cessation of operations. On January 7, 2011, Exelon Generation Co., LLC (Exelon) notified the NRC of their intent to permanently shut down OCNGS (ADAMS Accession No. ML110070507). On February 14, 2018, Exelon notified the NRC of its intent to permanently cease operations at Oyster Creek no later than October 31, 2018 (ADAMS Accession No. ML18045A084).

In accordance with Inspection Manual Chapter (IMC) 0305, Operating Reactor Assessment Program, an updated inspection plan consisting of about 24 months of inspection activities should be sent to the licensee within 60 days of the end of the second quarter. As your projected date to permanently cease operations has now been specified as September 17, 2018, you are receiving this letter in lieu of the IMC 0305 planning letter.

The NRCs oversight of your licensed activities as you progress through decommissioning will be conducted under the provisions in IMC 2561, Decommissioning Power Reactor inspection Program, which consists of two types of inspection activities. The inspection procedures designated as core are required to be performed annually. The inspection procedures that are listed as discretionary are performed as needed based on activities and issues at the site.

Many of the core procedures align with inspections normally conducted by resident inspectors (Maintenance and Surveillance, Modifications, Corrective Actions, and Plant Status) and will be conducted by the onsite inspector(s) throughout the remainder of 2018 following the cessation of operation. These inspections do not require any advance preparation on your part. There are, however, two core procedures which will need to be completed in 2018 by region-based health physics inspectors. These are IP 83750, Occupational Radiation Exposure, and IP 84750, Radioactive Waste Treatment, and Effluent and Environmental Monitoring, which will be conducted during the weeks of November 5, 2018, and December 17, 2018, respectively.

Currently, no discretionary inspection procedures are planned for 2018. The NRC is providing this information for awareness. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant any changes. Specific inspection activities for 2019 will largely be dependent on your planned activities.
