DOCKET NO 50-255 PROVISIONAL OPERATING LICENSEE License No DPR-20 Provisional Operating License No DPR-20, issued to th~ licensee for operation of the facility, on September 1, 1972, is hereby amended its entirety to read as follows:

1. Provisional Operating License No DPR-20 applies to the Palisades Plant, a pressurized, light water moderated and cooled reactor, and eiectric generating equipment (the fa~ility). The facility lS owned by the Palisades Generating Company (PGC)' is operated I by Consumers.Power Company (CPC), and is located on the PGC site I

3. This license shall be deemed to contain and is subject to the conditions specified in the following ColIDDission regulations:

10CFR Part 20, Section 30.34 of 10CFR Part 30, Section 40.41 of 10CFR Part 40, Sections 50.54 and 50.59 of 10CFR Part 50. and Section 70.32 of 10CFR Part 70; and is subject to all applicable provisions of the Act and to the rµles; regulations and order~ of the Co1IDDission now or hereafter in effect; and is subject to th~

additional conditions specified below:

A. Maximum Power Levels CPC. is authorized to operate the facility at steady-state I rea~tor core power levels not in excess of 2530 megawatts thermal (100% of, the raced power level of the facility).

B. Technical Specifications The Technical Specifications contained in Appendices A and B, as revised through Amendment No. 120, are hereby incorporated I in the license. CPC shall operate the facility i~ accord'ance I with the Technical Specifications.

C. Reports CPC shall make certain reports in accordance with the require-ments of the Technical Specifications and the int~rim Special

~ecflnical Specificatio~s.

D. Records CPC shall keep facility operating records in accordance with I the requirements of the Technical Specifications.

E. CPC may proceed with and is required to complete the modifica- I tions identified in Para 3.1.l through 3.1.23 of the NRC's Fire Protection Safety Evaluation (SE) on the facility dat_ed Septem-ber 1, 1978, Supplement #1 to the SE dated March 19, 1980, and Supplement #2 to the SE dated February 10, 1981. Thes~ modifi-cations shall be completed as specified in Table 3.1 of the S~,

as supplemented, iri accordance with the schedule contained therein.

CPC shall fully implement and maintain in effec~ all provi- I sion of the Commission-approved physical security, guard training and qualification and safeguards contingency plans including amendments made pursuant to provisions of the Miscellaneous Amendments and Search Requirements revisions to 10CFR 73.55 (51F~ 27817 and 17822) and to the authority of 10CFR 50.90 and 10CFR 50.54(p). The plans, which contain Safeguards Information pro~ected under 10 CFR 73.21 are entitled" palisades Plant Physical Security Plan", with revisions submitted through December 14, 1987; "Palisades Plant Suitability Training and Qualification Plan", with revisions submitted through April 22, 1987; and "Palisades Plant Safeguards Contingency Plan", with revisions submitted through May 2, 1985. Changes made in acc~rdance with 10CFR 73.55 shall be impiemented in accordance with the schedule set forth therein.

4. This amended license is effective as of the date of issuance and shall expire on March 1, 1974, unless extended for a good cause shown, or upon the earlier issuance of a ~upersed{ng operating license.

4 5.0 DESIGN FEATURES 5.1 SITE The Palisades reactor shall be located on the eastern shore I of Lake Michigan approximately four and one~half miles south I of the southern ci~y limits of South Haven, Michigan.

Figure 5-1 sho~s the plan of the site. The minimum distance to the boundary of the exclusion area as defined in 10 CFR 100.3 shall be 677 meters.

5.2 CONTAINMENT DESIGN FEATURES 5.2.1 Containment Structure

a. The containment structure completely encloses the primary coolant system to minimize release of radioac~ive material to the environment should a failure of the primary coolant system occur *. The prestressed, post-tensioned concrete structure*

provides adequate biological shielding for both ~ormal operation and accident sit:uations and is designed for low leakage at a design pressure of 55 psig and 283°F.

The principal. design basis for the st:ructure is that it be capable of withstanding the internal pre~sure resulting from a design basis loss-of-coolant accident. In this event, the total energy contained in the water of the primary coolant system is assumed to be released into the containment through**a double-ended break of the largest primary coolant pipe

~oincident with a loss of normal and standby electrical power.

Subsequeht pressure behavior is. determin~d by the engineered safety features and the combined influence of ~nergy sources and, heat sinks.

b. The externai design pressure of the containment shell is 3 psig.

This value is approximately 0.5 psig greater than the maximum external pressure that could be developed if the containment were sealed during a period of low barometeric pressure and high temperature and, subsequently, the containment atmosphere were cooled with a concurrent major rise in barometric pressure.

Vacuu~ breakers are therefore not provided.

c. The containment is designed as a seismic Class I structure.
