In the Matter of Docket Nos. 50-259 Tennessee Valley Authority 50-260 59-296 BROWNS FERRY NUCLEAR PLANT (BFN) UNITS 1, 2, AND 3 TVA BFN TECHNICAL SPECIFICATION (TS) NO. 299 LOGIC SYSTEM FUNCTIONAL TESTING (LSFT)

SURVEILLANCE INTERVAL REVISION In accordance with the provisions of 10 CFR 50.4 and 50.90, we are submitting a request for an amendment to licenses DPR-33, DPR-52, and DPR-68 to change the BFN Technical Specifications for Units 1, 2, and 3 (Enclosure 1). This proposed amendment will extend the LSFT surveillance interval for the Common Accident Signal Logic, 4 kV Shutdown Board Undervoltage Start of the Diesel Generator, 480V Load Shedding Logic, the Residual Heat Removal Service Water Initiation Logic, Control Room Isolation Logic, Reactor Building Isolation Logic, and the Standby Gas Treatment System Logic.

A description, reason for change, and justification in support of the proposed changes are enclosed (Enclosure 2). A proposed determination of no significant hazards considerations is provided in Enclosure 3. These changes are similar to the changes which were issued by NRC on February 12, 1988 as Amendments 144, 140, and 115 for Units 1, 2, and 3, respectively. TVA considers the changes requested by this application to be bounded by the NRC's Safety Evaluation supporting the previous amendments. We request that these changes be made effective by November 6, 1991 when the first of these tests is due for performance.
