In the Matter of Docket No. 50-260 Tennessee Valley Authority BROWNS FERRY NUCLEAR PLANT (BFN) UNIT 2 TECHNICAL SPECIFICATIONS (TS) CHANGE 354 OSCILLATION POWER RANGE MONITOR In accordance with the provisions of 10 CFR 50.4 and 50.90, TVA is submitting a request for an amendment (TS-354) to facility operating license DPR-52 to change the TS for Unit 2. The proposed change provides TS for operation of the Oscillation Power Range Monitor (OPRM) Upscale trip function in the Average Power Range Monitor (APRM), which is part of the Power Range Neutron Monitoring (PRNM) system.

The PRNM was installed on Unit 2 in September 1997 for cycle 10 operation. TS for the PRNM were submitted in custom TS format as TS-353 R1 on March 6, 1997. Supplemental information was provided on May 13, 1997, and August 20, 1997. NRC subsequently approved the PRNM TS on September 11, 1997 (TAC No. M92504). Since BFN was in the process of converting to Standard TS (STS) in the same time period, PRNM TS in STS format were also submitted as TS-353 S1 on April 11, 1997 and supplemented on March 13, 1998. These TS were incorporated into the STS conversion package (TS-362) which was approved by the NRC on July 14, 1998 and are currently in use. '30 cy8pqggpp37 'tf8 8 1 DR ADQCK P

U.S. Nuclear Regulatory Commission Page 2 September 8, 1998 The OPRM module of the PRNM is designed to satisfy the TVA long-term solution regarding reactor stability referred to as Option III in NED0-31960, Supplement 1, "BWR Owners'roup Long-Term Stability Solution Licensing Methodology". As discussed in the TS-353 Rl and TS-353 S1 submittals, the OPRM module is being operated in the "indicate only" mode during the current fuel cycle for testing purposes. As previously committed, BFN plans to fully enable the OPRM function following the next Unit 2 refueling outage which is scheduled to begin April 11, 1999. Hence, in preparation for this action, we are providing proposed TS for the operation of the OPRM system. With the activation of the OPRM, TVA considers that commitments in response to Generic Letter 94-02 are fulfilled for Unit 2. Unit 3 will install the PRNM during the upcoming refueling outage scheduled for September 20, 1998 with activation of the OPRM to follow after the next cycle of operation. Unit 3 OPRM TS will be submitted separately.

TVA has determined that there are no significant hazards considerations associated with the proposed change and that the change is exempt from environmental review pursuant to the provisions of 10 CFR 51.22(c)(9). The BFN Plant Operations Review Committee and the BFN Nuclear Safety Review Board have reviewed this proposed change and determined that operation of BFN Unit 2 in accordance with the proposed change will not endanger the health and safety of the public.

Additionally, in accordance with 10 CFR 50.91(b)(1), TVA is sending a copy of this letter and enclosures to the Alabama State Department of Public Health. to this letter provides the description and evaluation of the proposed change. This includes TVA's determination that the proposed change does not involve a significant hazards consideration, and is exempt from environmental review. Enclosure 2 contains copies of the appropriate TS pages from Unit 2 marked-up to show the proposed change. Enclosure 3 forwards the revised TS pages for Unit 2 which incorporate the proposed change.

U.S. Nuclear Regulatory Commission Page 3 September 8, 1998 TVA requests that the revised TS be approved by March 1, 1999, and be made effective at the end of the Unit 2 Cycle 10 outage which is scheduled to begin on April 11, 1999.
