BROWNS FERRY NUCLEAR PLANT (BFN) UNITS 2 and 3 TECHNICAL SPECIFICATIONS (TS) CHANGE 376 EXTENDED EMERGENCY DIESEL GENERATOR (EDG) ALLOWED OUTAGE TIME (AOT)

In accordance with the provisions of 10 CFR 50.4 and 50.90, TVA is submitting a request for an amendment (TS-376) to licenses DPR-52 and DPR-68 to change the TS for Units 2 and 3 to extend the current 7-day AOT for EDGs to 14, days. The purpose of increasing the AOT is to provide additional flexibility for preventive maintenance and repair of EDGs.

The change is justified for several reasons. First, TVA's off-site power distribution is diverse and provides a dependable source of power to BFN. Second, the on-site standby power system has redundancy and is capable of compensating for an out-of-service EDG. Third, BFN uses a proceduralized risk-based approach for'cheduling maintenance which limits removal of risk sensitive equipment from service during EDG outages. Also, as discussed in the enclosure, with BFN Unit 1 in an indefinite nonoperational status, the ability of Units 2 and 3 to mitigate Loss of Off-Site

Q'.S. Nuclear Regulatory Commission Page 2 March 12, 1997 power type events is improved because more EDGs are available for emergency service. Accordingly, we are not requesting the equivalent TS changes to Unit 1 TS.

TVA has determined that there are no significant hazards considerations associated with the proposed change and that the change qualifies for a categorical exclusion pursuant to the provisions of 10 CFR 51.22(c)(9) for environmental review. The BFN Plant Operations Review Committee and the BFN Nuclear Safety Review Board have reviewed this proposed change and determined that operation of BFN Units 2 and 3 in accordance with the proposed change will not endanger the health and safety of the public. Additionally, in accordance with 10 CFR 50.91(b)(1), TVA is sending a copy of this letter and enclosures to the Alabama State Department of Public Health.

Enclosure 1 to this letter provides the description and evaluation of the proposed change. This includes TVA's determination that the proposed change does not involve a significant hazards consideration. Enclosures 2 and 4 contain marked-up copies of the appropriate pages from current Unit 2 and 3 TS, and from the proposed Improved Standard Technical Specifications (ISTS) to show the proposed changes. BFN's conversion package to lSTS format was submitted on September 6, 1996 as TS-362. Enclosures 3 and 5 forward the revised current TS and revised ISTS pages for Units 2 and 3 which incorporate the proposed changes.

The vendor recommended 12-year preventive maintenance outages for the EDGs begin in the Fall of 1997 and continue into the Spring of 1998 for all eight BFN EDGs. These are major maintenance outages which are estimated to require 13 days per EDG based on a two 8-hour shift per day work schedule.

Therefore, TVA is requesting review of the proposed TS changes prior to these planned outages.
