RADIATION MONITORS AND RECORDERS AND WIDE RANGE GASEOUS EFFLUENT RADIATION MONITOR AND RECORDER - UNITS 1, 2,_

TVA hereby submits a request for an amendment (TS-313) to
. licenses DPR-33, DPR-52, and DPR-68 to change the BFN TSs for
-l Units 1, 2,'and 3 (Enclosure 1).
The proposed amendment for Units 1 and 3 adds'the high range primary containment radiation monitors and recorders.to Tables 3.2.F, 4.2.F, and TS Section 6.9.2 in response to NUREG 0737, Item'II.F.1.3.. The wide range gaseous effluent-radiation monitor and recorder, which were added to the plant during the Unit 2 restart effort in response to NUREG 0737, Item II.F.1.1, monitor potential releases from any_of the three units. 'The proposed amendment for Units l'and 3 adds this existing wide-range. gaseous effluent radiation monitor l
and recorder to Tables 3.2.F,'4.2.F, and TS Section 6.9.2-The proposed amendment for Unit 2 is an administrative i
change.
It clarifies that the high range primary containment radiation recorders and monitors are both part of the instrument loop., The. amendment for Units 1 and 3-is essentially the same as the Unit 2 TS changes which were

U.S. Nuclear Regulatory Commission Page 2 OCT 0 71993 approved as Amendments 125 (BFN-TS-199), dated August 19, 1986, and 171 (BFN-TS-266), dated August 22, 1989.
TVA has evaluated the proposed TS amendment against the criteria provided in 10 CFR 50.92 and has determined that no significant hazards considerations are involved.
A reason for the change, description, and justification in support of the proposed amendment are enclosed (Enclosure 2).
A determination of no significant hazards consideration is provided in Enclosure 3.
TVA requests that these specifications be made effective 30 days after issuance.
