REVISION TO TECHNICAL SPECIFICATION (TS) BASES (TS-348)

The purpose of this letter is to inform NRC of changes TVA is making to the BFN Units 1, 2, and 3 TS Bases. Specifically, TVA is revising Units 1, 2, and 3 Bases Sections 2.1, Limiting Safety System Settings Related to Fuel Cladding Integrity; 3.2, Protective Instrumentation; 3.5.F, Reactor Core Isolation Cooling System; and 3.10.B, Core Monitoring.

Additionally, although requested by NRC in its letter dated April 19, 1994 (issuance of TS amendments for BFN Units 1, 2, and 3), TVA is not revising the bases to discuss installation of interlocks in the Residual Heat Removal System. Enclosure 1 provides additional information on this issue and TVA's reason for not revising the bases.

Enclosure 2 provides a description of the bases changes and the reason for these changes. Enclosure 3 contains copies of the appropriate Units 1, 2, and 3 Bases pages marked-up to show the changes. Enclosure 4 forwards the revised Units 1, 2, and 3 Bases pages. TVA requests that NRC issue the revised bases pages at its earliest convenience.
