TECHNICAL SPECIFICATIONS (TS) CHANGE 387 - SINGLE RECIRCULATION LOOP OPERATION (SLO) - SUPPLEMENT 1 In accordance with the provisions of 10 CFR 50.4 and 50.90, ,

on June 2, 1997, TVA submitted a request for a TS amendment (TS-387) to licenses DPR-33, DPR-52, and DPR-68 to allow continued plant operation with a single recirculation loop in service. This supplement is being provided to update the previous TS submittal to account for subsequent NRC approved changes to the TS and to discuss subsequent changes to SLO analyses.

Specifically, the Power Range Neutron Monitor System (PRNM)

Upgrade with implementation of Average Power Range Monitor i (APRM) and Rod Block Monitor (RBM) TS (ARTS) improvements, and Maximum Extended Load Line Limit (MELLL) analyses have )

been incorporated in Units 2 and 3 TS. The associated TS i changes were approved by NRC for Unit 2 in Amendment 253 on

July 14, 1998, and for Unit 3 in Amendment 213 on

! September 3, 1998. These changes eliminate the flow biased l RBM function previously referenced in TS 3.4.1 in proposed TS-387. PRNM/ ARTS implementation also changed the SLO APRM }

Flow Biased Simulated Thermal Power - High, equation in TS Table 3.3.1.1-1. Additionally, on Units 2 and 3, Power Uprate TS were approved as Amendments 254 and 214 respectively on September 8, 1998. The Power Uprate amendment also affects the APRM Flow Biased Simulated Thermal Power - High, equation in TS Table 3.3.1.1-1 proposed in TS-387. Power Uprate TS are implemented on Unit 3 and will be implemented on Unit 2 in Spring 1999.

Subsequent to the original submittal of TS-38,, the SAFER /GESTR Loss-of-Coolant Accident (LOCA) analysis referenced in the TS-387 submittal has been updated and reissued as NEDC-32484P, Revision 2, December 1997. This document was submitted to NRC on July 24, 1998. In addition, a more conservative LOCA analysis methodology for SLO has been implemented recently for Unit 3. Refer to Enclosure 2 for more detail on the current approach for Unit 3.

To assist NRC in the review of TS-387, the changes needed for >

SLO marked-up against currently approved TS and TS Bases pages are provided in Enclosure 1. These changes are simply the result of accounting for the TS/ reference changes made subsequent to the original submittal of TS-387. The inserts from the original TS-387 submittal are included in the mark-ups to better show the changes. For completeness, all of the TS-387 TS/ Bases changes are being resubmitted. For pages which have not been changed, "no change" is denoted at the bottom of the page.

Note that also included in Enclosure 1 are Unit 2 pages 3.3-7 {

and B 3.4-5 marked-up against both the current TS pages and the NRC approved (Amendment 254) Power Uprate TS. If the SLO ,

implementation on Unit 2 (Spring 1999) , then the current TS mark-up change will be incorporated into the Unit 2 TS pending implementation of the Power Uprate TS on Unit 2.

Since Unit 3 has already implemented Power Uprate TS, the current TS mark-up pages are already Power Uprate pages so no i further changes are needed.

In Enclosure 2, additional detail is provided for the reasons i for the TS/TS Bases changes. Also, included in Enclosure 2

In TS-387, proposed changes for SLO were provided in both custom TS format and Improved TS format. Since BFN has since  ;

converted to Improved TS, the changes in custom format are no longer pertinent and should be considered as withdrawn by

)

this letter.

Additionally, in accordance with 10 CFR 50.91 (b) (1), TVA is sending a copy of this letter and enclosures to the Alabama State Department of Public Health.

l A high priority is requested for the review of this TS to avoid potential reactor shutdowns in the event of an  ;

unexpected recirculation system problem.
