In the Matter of ) Docket Nos. 50-260 Tennessee Valley Authority ) 50-296 BROWNS FERRY NUCLEAR PLANT (BFN) UNITS 2 AND 3 TECHNICAL SPECIFICATION (TS) CHANGE NO. 393 PRESSURE TEMPERATURE CURVE UPDATE In accordance with the provisions of 10 CFR 50.4 and 50.90, TVA is submitting a request for an amendment to BFN's licenses DPR-52 and DPR-68 to change the Technical Specifications for Units 2 and 3. The proposed change revises the reactor vessel pressure-temperature limits contained on current TS Figure 3.6-1 for Units 2 and 3. Changes to the relevant TS Bases are also proposed. The change reflects the results of an analysis which extends the validity of the curves to 32 Effective Full Power Years (EFPY). Also included in the analysis is'he effects of a planned reactor power uprate to 3458MW (105% of the current licensed thermal power, 3'293 MW). Equivalent changes are also proposed to BFN's requested conversion to Improved Technical Specifications (ITS) (TS 262 submitted September 6, 1996 and supplements) .

The analyses performed in support of this change demonstrated that the effects of power uprate do not impact the validity of the current TS curves prior to 12 EFPY. BFN plans to implement the revised pressure-temperature limits on both units upon the expiration of the current Unit 2 curve. Since Unit 2 had accumulated -11.09 EFPY on February 12, 1998, the current curve is projected to expire about February 1, 1999.

Accordingly, TVA requests NRC approval of the requested changes by December 31, 1998.

TVA has determined that .there are no significant hazards considerations associated with the proposed change and that the change is exempt from environmental review pursuant to the provisions of 10 CFR 51.22(c)(9). The BFN Plant Operations Review Committee and the BFN Nuclear Safety Review Board have reviewed this proposed change and determined that operation of BFN Units 2 and 3 in accordance with the proposed change will not endanger the health and safety of the public.

Additionally, in accordance with 10 CFR 50.91(b)(1), TVA is sending a copy of this letter and enclosures to the Alabama State Department of Public Health. to this letter provides the description and evaluation of the proposed change. This includes TVA's determination that the proposed change does not involve a significant hazards consideration, and is exempt from environmental review. Enclosures 2 and 4 contain copies of the appropriate current TS and BFN's proposed conversion to Improved Technical Specification pages from Units 2 and 3 marked-up to show the proposed changes. Enclosures 3 and 5 forward the revised TS pages for Units 2 and 3 which incorporate the proposed change in current and ITS format, respectively.
