- TECHNICAL SPECIFICATION (TS) NO. 94 NUCLEAR QUALITY ASSURANCE (NQA) PLAN - TVA-NQA-PLN89 In accordance with the provisions of 10 CFR 50.4 and 50.90, TVA is submitting a request for an amendment (TS-350) to licenses DPR-33, DPR-52, and DPR-68 to change the BFN TSs for Units 1, 2, and 3 and amendment (TS-94-12) to licenses DPR-77 and DPR-79 to change the SQN TSs for Units 1 and 2.

The proposed changes will delete the audit frequencies from the TSs.

Also, the requirement to perform the Radiological Emergency Plan and Security Plan audits has been deleted from the TS. As a result, the revised audit frequencies will be governed by the Radiological Emergency and Security Plans. Enclosure 1 identifies the TS proposed changes (marked pages) for BFN and Enclosure 3 identifies the proposed changes for SQN. Enclosure 6 provides the revised pages for BFN.

The proposed changes have been reviewed and approved by each Plant Operations Review Lommittee and the Nuclear Safety Review Board. The justification for the proposed TS change and a proposed determination of no significant hazards consideration performed pursuant to 10 CFR 50.92 are provided in Enclosures 2 and 4. Enclosure 5 contains proposed changes to the NQA Plan, TVA-NQA-PLN89, along with justification for these changes. TVA notes that changes similar to those proposed herein have been approved by the NRC for Virginia Power Company in a Safety Evaluation Report dated March 1, 1994.

U.S. Nuclear Regulatory Commission Page 2 November 15, 1994 In response to the NRC Cost Beneficial Licensing Action (CBIA) initiative, TVA estimates that under optimal conditions, the proposed changes would yield a cost savings of 46,000 dollars / year at each site.

Savings over the life of the sites are estimated to be $2,116,000.

This amendment application also satisfies the requirements of 10 CFR 50.54(a)(3) which requires that changes to the NQA Plan that reduce commitments be submitted for NRC approval prior to implementation. TVA requests a 45-day implementation period for this TS change following issuance.
