SECTION 5.0 - ADMINISTRATIVE CONTROLS i The Enclosure to this letter makes a supplemental change in support of the TS-362 amendment request relating to i l Section 5.0, Administrative Controls. TS-362 is TVA's I l conversion package from Current Technical Specifications ,\ I (CTS) to ITS and was originally submitted to NRC on September 6, 1996. l ThechangestoITS5.0andsupportingdocumentationarebeing)C]f) made in response to NRC comments provided in a teleconference i on June 5, 1998. Specifically, the "may" in the introduction to ITS 5.7, High Radiation Area, is being changed to "shall."

The "may" terminology was previously proposed to clarify that the ITS 5.7 wording did not preclude the use of alternative controls of high radiation areas specified by 10 CFR 20.1601(a) and 10 CFR 20.1601 (b) . However, after further discussing the issue with NRC, TVA il in agreement that the use of "shall" would not preclude use of the above mentioned Part 20 alternatives.
