In the Matter of Docket Nos. 50-259 Tennessee Valley Authority 50-260 50-296 BROWNS FERRY NUCLEAR PLANT (BFN) - TECHNICAL SPECIFICATION (TS) NO+ 312 REMOVAL OF SCRAM DISCHARGE VOLUME AIR HEADER PRESSURE TRIP - UNITS 1p 2~ AND 3 In accordance with the provisions of 10 CFR 50.4 and 50.90, TVA hereby submits a request for an amendment (TS-312) to licenses DPR-33, DPR-52, and DPR-68 to change the BFN Technical Specifications for Units 1, 2, and 3 (Enclosure 1).

The proposed changes reflect the removal of the scram discharge volume air header pressure trip switches scram function on Unit 2. The Generic Safety Evaluation Report (SER) regarding the BWR Scram Discharge System was transmitted by Reference 1. The design changes that were implemented to comply with the generic SER were described in References 2 and 3. The background of this issue and the summary of the revaluation was provided in Reference 4 as the basis for removing the commitment to install the scram discharge volume air header pressure trip on Units 1 and 3.

U.S. Nuclear Regulatory Commission SEP 30 1993 In addition, the description of the scram discharge volume high water level bypass in the Reactor Protection System is being clarified for Units 1, 2, and 3.

TVA has evaluated the proposed Technical Specification amendments against the criteria provided by 10 CFR 50.92 and has determined that no significant hazards considerations are involved. A reason for the change, description and justification in support of the proposed amendments are enclosed (Enclosure 2). A proposed determination of no significant hazards considerations is contained in Enclosure 3. We request that these specifications be made effective 30 days after issuance.
