In the Matter of Docket Nos. 50-259 Tennessee Valley Authority 50-260 50-296 BROWNS FERRY NUCLEAR PLANT (BFN) - TECHNICAL SPECIFICATION NO 336 - SPENT FUEL POOL WATER SURVEILLANCE REQUIREMENTS UNITS 1~ 2~ AND 3 In accordance with the provisions of 10 CFR 50.4 and 50.90, TVA hereby submits a request for an amendment (TS-336) to licenses DPR-33, DPR-52, and DPR-68 to change the BFN Technical Specifications for Units 1, 2, and 3 (Enclosure 1).

The proposed changes revise and clarify the spent fuel pool water level, temperature, and sampling and analysis Surveillance Requirements.

U.S. Nuclear Regulatory Commission SEP 30 1993 In Inspection Report 50-259/93-07, 50-260/93-07, and 50-296/93-07, dated April 16, 1993, the NRC inspector noted that Technical Specification Surveillance Requirement 4.10.'C.1 requires that the spent fuel pool water level be recorded daily, whenever irradiated fuel is stored in the spent fuel pool. The inspector questioned the adequacy of using a control room annunciator for fulfilling'his Technical Specification requirement. In response, TVA agreed to submit a proposed Technical Specification change to clarify the method by which the spent fuel pool water level is monitored.

TVA has evaluated the proposed Technical Specification amendments against the criteria provided by 10 CFR 50.92 and has determined that no significant hazards considerations are involved. A reason for the change, description and justification in support of the proposed amendments are enclosed (Enclosure 2). A proposed determination of no significant hazards considerations is contained in . We request that these specifications be made effective 30 days after issuance.
