REVISION TO TECHNICAL SPECIFICATION (TS) BASES (TS-365)

The purpose of this letter is to inform NRC of changes TVA made to the BFN Units 1, 2, and 3 TS Bases. TVA revised Bases Section 3.7.A/4.7.A to clarify the method of determining operability of the drywell to suppression chamber vacuum breakers. Specifically, TVA revised the Bases to allow an alternate means of verifying the vacuum breakers are fully closed. This alternate method will allow drywell to suppression chamber differential pressure to be used to demonstrate the vacuum breakers fully closed position. With this change, the BFN TS Bases will be consistent with improved standard technical specifications.

Enclosure 1 provides a description of the bases changes and the reason for these changes. Enclosure 2 contains copies of the appropriate Units 1, 2, and 3 Bases pages markup to show the changes. Enclosure 3 forwards the revised Units 1, 2, and 3 Bases pages for TS 365.
