Dear Mr. Grier:

This letter serves to confirm information provided by telephone to NRC Region I Inspector Mr. J. Mattia by Mr. A. R. Sabol of PP&L on October 15, 1980.

During that conversation Mr. Mattia. was advised that the subject condition was, under evaluation for reportability-under the provisions of 10CFR50.55(e).

The'deficiency involves excessive voltage drops in 250 VDC power cables supply-ing motor operated valves. The voltage drops are due to power cable lengths and the attendant line resistances that are so excessive as to prevent the motors fzom starting..

PP&L Engineering has pezformed calculations for all 250 VDC motor operated valves which draw more than 10 amps inzush current and has determined that the excessive voltage drops would affect a significant number of these motor operated valves.

The motor operated valves in question are located in. the Reactor Water Cleanup, Residual Heat. Removal, Reactor Core Isolation Cooling; and High Pressure Coolant Injection systems. Since the valves in these systems are required to operate to mitigate a design basis event, the aforementioned failure to.

operate is considered to represent a reportable deficiency. under 10CPR50.55(e).

PP&L Nonconformance Report (NCR) 880-335 and Bechtel NCR 06668 have been written to document and control the condition and provide. for resolution and corrective action.
