i Allegheny Electric Cooperative, Inc. (Allegheny) hereby submits this Decommissioning Status Report in compliance with 10 C.F.R. 50.75(f)(1) relative to Allegheny's ten percent (10%) undivided ownership interest in the Susquehanna Steam Electric Staticn (Docket Nos. 50-387 and 50-388) located in Luzerne County, Pennsylvania.

- 2. ASSUMPTIONS The estimated decommissioning costs were escalated in accordance with 10 CFR 50.75(c)(2).
The escalation factors provided in NUREG-1307, Revision were used in calculating the minimum amount of decommissioning funds to be provided in 1998 dollars. The NRC mandated calculations are provided in Exhibit 1.

Agriculture, Rural Utilities Service. Allegheny believes the above assumptions are reasonable.

- 3. ESTIMATE OF REMAINING PAYMENT SCHEDULE TO THE pECOMMISSIONING FUND Refer to Exhibit'2-for the calculation of the projected trust fund asset value and 1
proposed funding schedule for Units _1 and 2. Exhibit 2 also shows the costs and earnings considered in determining the accumulation amount. Allegheny maintains a Non-qualified Decommissioning Trust fund, which combines two accounts, Trust Account A and Trust Account B. The Trust Account B contains the NRC-Mandated portion for decommissioning Allegheny's interest in the Susquehanna Units. Allegheny plans to make a $2,500,000 ($1,250,000 for Unit 1 and $1,250,000 for Unit 2) to the NRC-Mandated portion of the fund in 1999. Beginning in 2000 the contribution amount is
- planned to be $1,316,000 and will be escalated at a six percent (6%) nominal rate thereafter.
- 4. CONTRACTS-
. Allegheny is the wholesale power supplier for the 14 rural electric cooperatives in Pennsylvania and New Jersey. Allegheny has all required contracts with its 14 member distribution cooperatives, which is the source for funding the Trust Fund.
Allegheny entered into a Decommissioning Trust Agreement with Mellon Bank, N.A.
dated' May 14, 1990, wl$ich established the Allegheny Cooperative, Inc. Nuclear Decommissioning Trust and appointing Mellon Bank as trustee. Allegheny also entered in ' an Investment Management agreement dated May 14, 1990, with National Investment Services of America, Inc. ("NISA") under which NISA has undertaken to

provide ' investment direction to the trustee, Mellon Bank, in the acquisition and
- disposition of all ' assets of the Allegheny Electric Cooperative Inc. Nuclear 1
Decommissioning Trust. Neither agreement has been modified and no modifications to j
