Attached please find supporting documentation concerning a potential reportable 10CFR Part 21 condition discussed on June 30, 1986, by Mssrs.
Edward Baker of U.S. NRC and W. K. Sowder of Morrison-Knudsen Co., Inc.
This telephone conversation between Mssrs. Baker and Sowder along with letter #PSD-NRC-86-003 concerned a potential reportable condition from our diesel generator manufacturing facility in Rocky Mount, NC.
We are forwarding further information received from our manufacturing facility. The enclosed report CFR-0032 documents a detailed M-K Engineer-ing study related to the undersized welds found at the PP&L project, Berwick Nuclear Power Plant. The study concluded that in no case were any of the welds a cause for a failure at the plant. The subject weldswill be repaired by Morrison-Knudsen. We consider this situation closed and will address any Quality Assurance Program breakdown that caused this situation as dictated by our Quality Assurance Program. Morrison-Knudsen management at the Power Systems Division manufacturing facility has addressed their concerns on a Corrective Action Report (6061-0014). This report will be reviewed by this office for any outstanding trends and will advise.

The piping systems are installed in the Berwick Nuclear Power Plant and comprises the auxiliary and starting air skid piping for the Emergency Diesel Generator Power Supply.
The diesel generator is still in the installation process.

Power Systems Division will repair approximately 100 piping welds i
at the Berwick Site.

Power Systems Division will repair approximately 50 NF support welds i
at the Berwick Site.

All welds analyzed in accordance with Code Case N-316 were found to i
be acceptable.
5.
Of all the welds evaluated, the sole weld that may have failed was in the fuel oil drain line from the engine header to drain to the remote storage tank. The fuel in this line is not under pressure.
The fuel that may have leaked from the weld would drip onto the aux skid drip pan and be carried away through drip pan drain connection.
6.
The fuel oil day tank level is maintained by level switches that automatically control a fuel oil transfer pump.
The fuel supply l
to the engine is not impacted.

The conclusion is that the failure of this one weld would not have prevented the diesel generator from performing it's safety function.

Correction Active Report #6061-0014 has been written.

The various undersized weld conditions reported by the customer via NCR's y
781, 971, and 293 have been evaluated for their impact on the unit's ability to perfom its safety related function. The referenced reports contain details of those evaluations for the piping welds, auxiliary skid f
welds, air receiver skid welds and supports, respectively.
4 Of all the welds evaluated, the sole weld which may have failed in service due to the undersize condition, if left undetected, is weld No.1 on

SA 606.
This assembly is the fuel oil drain line from the engine header and day tank overflow. Had this line failed, fuel would have been permitted to drain onto the auxiliary skid drip pan.
This fuel is the fuel bypassing l
the injectors in the engine and returning to the storage tank, thus loss l
of the line would not cause the engine to fail to perform.
Since the line has a connection to the top of the day tank there is no pressure in the
)
line; therefore, in the event of a break the fuel coming back from the engine would merely drain onto the auxiliary skid drip pan, and be taken off by the drip pan drains.

On this basis, the undersize weld condition is not considered reportable under 10CFR21 in my opinion.
