On September 2, 1997, with Units 1 and 2 at 100 percent Rated Thermal Power, it was concluded that the room did not meet the Final Safety Analysis Report (FSAR) criterion for the monitoring of waste storage 609'rumming and associated handling areas. Section 11.3 of the FSAR provides criterion for monitoring of waste storage and associated handling areas. Requirements established for meeting this criterion included radiation area monitors in continuous service to actuate high-activity alarms on the Control Room board annunciator. The 609'rumming room did not meet this requirement.

It was determined that this was reportable under 10 CFR 50.50.72(b)(1)(ii)(B) as a condition outside the design basis, and an ENS notification was made at 0916 hours0.0106 days <br />0.254 hours <br />0.00151 weeks <br />3.48538e-4 months <br /> on September 2, 1997. This interim LER is being submitted under 10 CFR 50.73(a)(2)(ii)(B) as a condition that was outside the design basis of the plant.

Once identified as not meeting the FSAR requirement, normal processing of radioactive waste material in the room was discontinued. Radioactive waste materials found in the room were moved to an appropriate 609'rumming storage area. Investigation into this condition continues. This condition was not safety significant based on the monitoring of material prior to placing it in the room, the room being used for low level radioactive waste only, routine radiological surveillances of the room, and the requirement that personnel are provided with electronic dosimeters for entry into the room. The final LER is scheduled to be issued by November 3, 1997.
