ATTACHMENT TO LER 483-077/01X-1 SUPPLEMENT TO EVENT DESCRIPTION ON AUGUST 24 i 1 9 83 i FOLLOWING A DISCUSS ION WITH THE NRC REGION III, WE DECLARED OUR CONTROL ROOM SMOKE DETECTORS INOPERABLE.

THIS IS NON-CONSERVATIVE WITH RESPECT TO TECHNICAL SPECIFICATION 3.3.3.8 TABLE 3.3-11 ITEM 2. THE DETECTORS WERE DECLARED INOPERABLE BECAUSE WE HAVE NOT SATISFACTORILY DEMONSTRATED THAT THE DETECTORS WILL PERFORM AS INSTALLED, FOLLOWING THE INITIAL TESTING AND ENGINEERING MODIFICATIONS THAT RESULTED FROM THAT TESTING. TESTS HAVE BEEN PERFORMED WHICH DEMONSTRATE THAT THE INDIVIDUALDETECTORS WILL FUNCTION. UPON DECLARING THE DETECTORS INOPERABLE WE IMMEDIATELY INITIATED THE REQUIRED TECHNICAL SPECIFICATION ACTION STATEMENT.

WE BELIEVE THAT THERE HAVE BEEN NO ADVERSE CONSEQUENCES AS A RESULT OF THE DETECTORS NOT BEING TESTED IN THE INSTALLED OR MODIFIED CONDITIONS. THIS CONCLUSION IS BASED ON THE FACT THAT THE CONTROL ROOMS HAVE BEEN CONTINUOUSLY INHABITED.

OPE RAT NG I L CENSE NO DPR 7 4 g I SECT ON 2 c ( 3 ) ~ II SPEC F CALLYg WE PREVIOUSLY HAD INTERPRETED THE TESTING IN THE INSTALLED CONDITION AS NOT AFFECTING THE OPERABILITY OF THE DETECTORS.

ON SEPTEMBER 15 i 1983 i A FI RE DETECTION SYSTEM TEST WAS SATISFACTORILY PERFORMED IN THE UNIT 1 CONTROL ROOM. THE TEST WAS'SUCCESSFUL IN DEMONSTRATING THAT A FIRE IN A CLOSED CONTROL CABINET WOULD BE DETECTED BY THE CEILING MOUNTED IONIZATION SMOKE DETECTION SYSTEM. THE TEST WAS WITNESSED BY TWO OUTSIDE CON-SULTANTS IN WHICH THEY INDICATED THAT THE TEST SUCCESSFULLY DEMONSTRATED OPERABILITY OF THE FIRE DETECTION SYSTEM. THE CONTROL ROOM IONIZATION SMOKE DETECTION SYSTEM WAS DECLARED OPERABLE AND RETURNED TO SERVICE ON JANUARY 4, 1984.

SINCE BOTH UNIT 1 AND UNIT 2 CONTROL ROOMS ARE SIMILAR WITH RESPECT TO EQUIPMENT LAYOUT INCLUDING IONIZATION DETECTORS, AIR CONDITIONING DIFFUSERS AND RETURNS, THIS TEST WAS DEEMED APPLICABLE TO BOTH UNIT 1 AND UNIT 2 CONTROL ROOMS.
