BROWNS FERRY NUCLEAR PLANT, UNITS 1, 2, AND 3-TRANSMITTAL OF DRAFT SAFETY EVALUATION FOR PROPOSED EXTENDED POWER UPRATE LICENSE AMENDMENTS (CAC NOS. MF6741, MF6742, AND MF6743)

Dear Mr. Shea:

By letter dated September 21, 2015, 1 as supplemented by additional letters,2 Tennessee Valley Authority (the licensee) submitted a license amendment request for Browns Ferry Nuclear Plant, Units 1, 2, and 3. The proposed amendments would authorize an increase in the maximum power level from 3,458 megawatts thermal (MWt) to 3,952 MWt. The requested change, referred to as an extended power uprate (EPU), represents an increase of approximately 14.3 percent above the current licensed thermal power level.

Enclosed is the draft safety evaluation (SE), which the U.S. Nuclear Regulatory Commission (NRC) staff has prepared to support the proposed EPU license amendment. The draft SE has also been provided to the Advisory Committee on Reactor Safeguards (ACRS) in preparation for the upcoming meetings that are currently scheduled as follows:

ACRS Subcommittee meeting on May 3, 2017, in Rockville, Maryland, and ACRS Full Committee meeting on June 7, 2017, in Rockville, Maryland.

The stated enclosure transmitted herewith contains proprietary information.

When separated from its enclosure, this document is decontrolled.

OFFICIAL USE ONLY PROPRIETARY INFORMATION The draft SE is being withheld from public disclosure at this time because it contains proprietary information pursuant to Title 10 of the Code of Federal Regulations Section 2.390. The NRC staff has made some preliminary proprietary markings in the draft SE identified by bolded text enclosed within double brackets.

The NRC staff requests that the licensee provide comments regarding the proprietary content in the draft SE by April 28, 2017. Comments may also be provided regarding the factual accuracy of the information in the draft SE. The response timeframe was discussed with Mr. Daniel Green of your staff on March 29, 2017.

Since the NRC review is not yet complete, this letter and the enclosure do not convey or represent an NRC staff position regarding the licensee's request. Should the amendments be approved, the NRC staff will issue a publicly available, non proprietary version of the SE.
