BROWNS FERRY NUCLEAR PLANT, UNITS. 1, 2, AND 3 - RESPONSE TO TENNESSEE VALLEY AUTHORITY LETTER REGARDING EXTENDED POWER UPRATE-CORRECTED PAGES FOR THE FINAL ENVIRONMENTAL ASSESSMENT AND FINDING OF NO SIGNIFICANT IMPACT (CAC NOS. MF6741, MF6742, AND MF6743)

Dear Mr. Shea:

By letter dated September 21, 2015 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML15282A152), Tennessee Valley Authority (TVA, the licensee) submitted a license amendment request for the Browns Ferry Nuclear Plant, Units 1, 2, and 3 (Browns Ferry), Renewed Facility Operating License Nos. DPR-33, DPR-52, and DPR-68, respectively. The proposed amendments would increase the maximum authorized core thermal power level from the current licensed thermal power of 3458 megawatts to 3952 megawatts.

The licensee, in its letter dated February 3, 2017 (ADAMS Accession No. ML17034A562),

provided a supplement that addressed the environmental impacts associated with transmission system modifications and upgrades that would occur in connection with the proposed extended power uprate (EPU). Enclosure 3 of this letter included markups of the Nuclear Regulatory Commission (NRC) staff's draft Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) (ADAMS Accession No. ML16287A525; 81 FR 86732) to reflect the changes associated with the transmission system modifications and upgrades. The NRC staff used the information in the licensee's February 3, 2017, letter to prepare the final EA and FONSI notice that was transmitted to the licensee by letter dated May 22, 2017 (ADAMS Accession No. ML17062A383) and published in the Federal Register on May 31, 2017 (82 FR 24998).

Subsequently, by letter dated June 12, 2017 (ADAMS Accession No. ML17163A423), TVA informed the NRC that some of TVA's intended markups associated with the draft EA and FONSI had not been transmitted to the NRC in its February 3, 2017, letter and that others were not fully captured by the NRC staff in the final EA and FONSI. TVA, in the enclosure to the June 12, 2017, letter, provided additional markups to the final EA and FONSI. TVA provided three markups in total, and all were associated with proposed EPU-related transmission system modifications and upgrades.

The NRC staff reviewed TVA's markups and determined that the corrections provided in the licensee's June 12, 2017, letter do not impact the NRC staff's conclusion in the final EA and FONSI, as published in the Federal Register on May 31, 2017, and that the proposed EPU would not have a significant effect on the quality of the human environment.
