SUMMARY

OF TELEPHONE CONFERENCE CALL HELD ON NOVEMBER 4, 2015, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND PACIFIC GAS AND ELECTRIC CO. CONCERNING THE DRAFT REQUEST FOR ADDITIONAL INFORMATION FOR THE REVIEW OF THE DIABLO CANYON POWER PLANT, UNITS 1 AND 2, LICENSE RENEWAL APPLICATION (CAC NOS. MF4019 AND MF4020)

The U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Pacific Gas and Electric Co. (PG&E) held a telephone conference call on November 4, 2015, to discuss and clarify the NRC staffs request for additional information (RAI) concerning the Diablo Canyon Power Plant, Units 1 and 2, license renewal application environmental review. The draft RAI was transmitted to PG&E by email dated October 21, 2015.

The following draft RAIs were discussed during the call:

SSH-13(g) - PG&E stated that the document requested in draft RAI SSH-13(g), Observations of the gray whale migration in the vicinity of Diablo Canyon, California: 1981-1994 migrations is not available. As such, the NRC staff agreed to delete the request.

SWR PG&E stated that the annual environmental reports submitted to the California Energy Commission are transmitted electronically; therefore, the correspondence requested in draft RAI SWR-1 is not available. The NRC staff agreed to delete Include associated transmittal correspondence with the CEC from the request.

SWR PG&E stated that the portion of the RAI requesting an evaluation of trends in the frequency of operating with two auxiliary saltwater pump trains is incorrect in that the plant does not operate with two auxiliary saltwater pumps. Rather, in accordance with Technical Specification Limiting Conditions for Operation 3.7.9, a second heat exchanger is placed in service when inlet temperature exceeds 64 degrees Fahrenheit. As such, the NRC staff modified the statement to read, As part of the response address whether there is any apparent trend in the frequency or annual hours of operation in accordance with Technical Specifications Limiting Conditions for Operation 3.7.9, Condition A.
