OF TELEPHONE CONFERENCE CALL HELD ON DECEMBER 8,2010, BETWEEN THE U.S. NUGLEAR REGULATORY COMMISSION AND PACIFIC GAS AND ELECTRIC COMPANY CONCERNING REQUESTS FOR ADDITIONAL INFORMATION RESPONSE RELATED TO THE DIABLO CANYON NUCLEAR POWER PLANT, UNITS 1 AND 2, LICENSE RENEWAL APPLICATION (TAC NOS. ME2896 AND ME2897)

The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Pacific Gas and Electric Company (PG&E or the applicant) held a telephone conference call on December 8, 2010, to obtain clarification on PG&E's response to the staff's requests for additional information (RAI) regarding the Diablo Canyon Nuclear Power Plant license renewal application.

By letter dated November 24, 2010, PG&E sent the staff its response to an RAI regarding aging management programs. The staff reviewed the information contained therein, and requested a telephone conference call. The telephone conf,erence call was useful in clarifying PG&E's response. Enclosure 1 provides a listing of the participants. Enclosure 2 provides discussions on the RAI response for which the staff requested clarification.

The applicant had an opportunity to comment on this summary.

Diablo Canyon Nuclear Power Plant, Units 1 and 2 License Renewal Application Request for Additional Information Aging Management Programs 82.1.26-3 In its November 24, 2010, response to RAI B2.1.26-3, the applicant provided additional details on how the Inaccessible Medium Voltage Cables Not Subject to 10 CFR 50.49 Environmental Qualification Requirements Program will manage inaccessible low and medium voltage cables.

Discussion:

The staff was unclear why a 10-year inspection frequency was adequate. The staff was also unclear if the applicant had any cables at a voltage between 400-480V that are within the scope of license renewal. The applicant stated that it would revise its inspection frequency to once every 6 years; it had no in-scope cables at voltages between 400-480 V, and agreed to supplement its response to RAI B2.1.26-3 to address the staff's concerns.

In its response, the applicant stated that event-driven inspections are not performed because significant water ingress and retention in the in-scope pull boxes. The applicant stated that this is because the boxes are designed to drain down-hill toward plant structures/sumps, to automatic pump equipped sumps which pump to structure sumps. However, the staff was not clear on the details of the drainage system, or management of the sump pumps. The applicant agreed to supplement its response to RAI B2.1.26-3 to address the staff's concern.
