OPERATOR LICENSING EXAMINATION APPROVAL

Dear Mr. Vitale:

The purpose of this letter is to confirm the final arrangements for the upcoming operator licensing examinations at the Palisades Nuclear Plant.

The U.S. Nuclear Regulatory Commission (NRC) has completed its review of the operator license applications in connection with this examination and separately provided a list of approved applicants to Mr. Walt Nelson, Training Manager. Note that any examination waivers have been addressed in separate correspondence.

The NRC has approved the subject examinations and hereby authorizes you to administer the written examinations in accordance with Revision 9, Supplement 1, of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," one day during the week of September 15, 2014. The NRC staff will administer the operating tests during the week of September 8, 2014.

This examination has undergone extensive review by my staff and representatives responsible for licensed operator training at your facility. Based on this review, I have concluded that the examination meets the guidelines of NUREG-1021 for content, operational, and discrimination validity. By administering this examination, you also agree that it meets NUREG-1021 guidelines, and is appropriate for measuring the qualifications of licensed operator applicants at your facility. If you determine that this examination is not appropriate for licensing operators at your facility, do not administer the examination and contact me at 630-829-9707.

Please contact Mr. D. Reeser, Chief Examiner, at (630) 829-9859, if you have any questions or identify any errors or changes in the license level (RO or SRO) or type of examination (partial or complete written examination and/or operating test) specified for each applicant.

PALISADES NUCLEAR PLANT

Dear Mr. Kirwin:

We have received your letter dated July 26, 2010. In that letter, you requested an initial operator licensing examination be scheduled for the Palisades Nuclear Plant for June of 2014.

In response, we have scheduled an initial operator licensing examination for the weeks of June 2 and 9, 2014, with an onsite validation date the week of May 12, 2014. We note that you were previously scheduled for an initial operator licensing examination for the weeks of June 25 and July 2, 2012. These dates have not changed. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.

We understand that your staff will develop the examinations unless we determine it is necessary for the NRC to develop an examination in which case, we will notify you immediately upon discovery of that need. Because your letter indicated that there were more than nine applicants being considered for each of these examinations, the examinations were each scheduled for two weeks. Please inform us if the number of applicants decline below ten for any examination as this will impact the examination schedule. Also, please inform us at your earliest opportunity if you discover you need to change the scheduled dates for the examinations.

A supplementary letter will be sent to the training department approximately 120 days prior to the examination informing the training manager of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination date, and reconfirm the number of candidates you have in the training program.

Nuclear Regulatory Commission (NRC) Regulatory Issue Summary 2012-07, "Preparation and Scheduling of Operator Licensing Examinations," requests that licensees submit, on a voluntary basis, a NRC Form 536, "Operator Licensing Examination Data." Estimates are requested for calendar years 2014 through 2017.

The purpose of these estimates is to assist the NRC in budgeting and scheduling resources.

In response to this request, Entergy Nuclear Operations, Inc. is providing the enclosed NRC Form 536 for the Palisades Nuclear Plant (PNP). PNP currently has examinations scheduled in 2012 for six reactor operators, five senior reactor operators-instant, and four senior reactor operators-upgrade. Examinations begin the week of October 1, 2012.
