SUBJECT:
INITIAL INTEGRATED PERFORMANCE ASSESSMENT REPORT FOR ROBINSON (NRC INSPECTION REPORT NOS. 50-261/96-06)
Dear Mr. Hinnant During the period from May 6 through May 17, 1996, a team of inspectors from Region II completed the preliminary phase of an Integrated Performance Assessment of the H. B. Robinson Nuclear Plant, Unit 2. This phase of the assessment consisted of an in-office review of the inspection record, licensee event reports, enforcement history, licensee periodic performance reports, and other NRC documents from approximately the last two years.
A summary of the preliminary assessment, along with a graphical depiction of the results on a Preliminary Performance Assessment/Inspection Planning Tree, is enclosed for your review. The assessment is focused in the following five areas:
safety assessment/corrective action, operations, engineering, maintenance, and plant support. These performance areas are further reduced into individual elements.
Based upon the assessment results, each individual element was rated whether reduced, normal, or increased inspection effort appeared to be warranted.
Elements where inadequate or inconsistent information existed to draw a meaningful conclusion were noted.
The next phase of the assessment will consist of a two week on-site inspection scheduled to begin on June 3, 1996. During this phase of the assessment, the team will attempt to validate its preliminary conclusions as well as draw conclusions in those areas presently considered as indeterminate. The results of the on-site assessment will be evaluated along with those of the preliminary assessment and documented in a Final Assessment Report. The final results will also include a Final Performance Assessment/Inspection Planning Tree.
