POST-ACCIDENT SAMPLING SYSTEM (PASS)

Re:

San Onofre Nuclear Generating Station, Unit 1 (SONGS-1)

By letter dated November 7, 1985, the NRC gave final approval for the SONGS-1 PASS. The Safety Evaluation (SE) transmitted with this letter stated that the licensee had committed to a retraining frequency of once every six months for PASS technicians.. By letter dated May 23, 1986 you informed the staff that our SE was not accurate since your commitment for PASS retraining frequency as stated in your December 27, 1983 submittal was once every twelve months.

The NRC has reviewed the November 7, 1985 SE and agrees that it is not accurate. However, Region V inspectors have recently evaluated the PASS program at SONGS as discussed in Inspection Report 50-206/86-35, dated October 3, 1986. In Follow-up Item 50-206/82-21-03, the inspector observed the PASS demonstration on July 31, 1986 and concluded from the performance of the PASS operators that a high level of skill had been achieved. The staff has further reviewed your December 27, 1983 submittal which states that in addition to the twelve month retraining frequency, PASS technicians at SONGS-1 gain operating experience with the system during routine system surveillances. Since your technicians will obtain PASS operating experience during normal plant operation, the staff concludes that the twelve month retraining frequency for PASS operators at SONGS-1 is acceptable.
