DOCKET 50-361 DOCKET 50-362 AUGUST 1980 AMENDMENT NO. 20 INTRODUCTION Amendment No. 20 to the Final Safety Analyses Report for San Onofre Nuclear Generating Station Units 2 and 3 consists of insert pages for the existing FSAR and a separate, additional volume entitled Responses to NRC Action Plan NUREG 0660. The latter volume is complete and requires no page insertions. The insert pages for the existing FSAR provide:

1. Changes to FSAR text to amplify, update, or clarify the discussion: These are indicated by a change bar and the number "20" in the outside margin, and the date and amendment number placed at the bottom of the page. The date and amendment number at the bottom of the page are also used to indicate pages that are changed due to relocation of text to eliminate blank space.

2. Changes to FSAR text initiated by response to an NRC question, or amplification of the previous response: These are indicated by a change bar and the number "20" followed by the question number; e.g.,20-010.57 identifies a change in the FSAR initiated by NRC question number 010.57. NRC question numbers relating to fire hazards analysis are prefixed with the letters "FQ" for correlation with the Fire Hazards Analysis document.

3. Responses to NRC questions, or amplification of previous response: These pages are to be inserted after the appropriate tab in the furnished binders entitled Responses to NRC Questions. The tabs correspond to the FSAR chapters and sections, and the questions and responses are segregated and paginated by the section referenced in the NRC question (Q&R 1.1-1 is the first page of section 1.1). The amendment number, date of issue, and page number appear at the bottom of each question and response (Q&R) page.

When an insert page in the amendment has the same number as an existing page in the FSAR or Responses to NRC Questions, the existing page has been superseded and should be removed. When an insert page does not have the same number as an existing page, the insert page is new and should be placed in its proper location. The attached Lists of Effective Pages (for FSAR and .Responses to NRC Questions) should be used as guides when inserting this amendment.
