Dear Mr. Gellrich:

By letter dated July 2,2012, Calvert Cliffs Nuclear Power Plant, LLC submitted a license amendment request to revise the calculated peak containment internal pressure for the design basis loss-of-coolant accident in Technical Specification (TS) 5.5.16, "Containment Leakage Rate Testing Program" and the initial internal containment pressure limit in TS 3.6.4, "Containment Pressure" for Calvert Cliffs Nuclear Power Plant, Unit Nos. 1 and 2.

The Nuclear Regulatory Commission (NRC) staff is reviewing the submittal and has determined that additional information is needed to complete its review. The specific questions are found in the enclosed request for additional information (RAI). The I\JRC staff is requesting a response to the RAI within 30 days of receipt.

CALVERT CLIFFS NUCLEAR POWER PLANT, UNIT NOS. 1 AND 2 DOCKET NOS. 50-317 AND 50-318 By letter dated July 2,2012 (Agencywide Documents Access and Management System Accession No. ML12187A250), Calvert Cliffs Nuclear Power Plant, LLC, submitted a license amendment request (LAR) to revise the calculated peak containment internal pressure for the design basis loss-of-coolant accident (LOCA) in Technical Specification (TS) 5.5.16, "Containment Leakage Rate Testing Program" and the initial internal containment pressure limit in TS 3.6.4, "Containment Pressure" for Calvert Cliffs Nuclear Power Plant, Unit Nos. 1 and 2.

In order to complete its review, the Nuclear Regulatory Commission staff needs the following additional information:

1. Provide which version of the GOTHIC Code was used for the revised analyses for the peak containment internal pressure (P a ). Has the installation of this version of the code been verified and validated against the previous analyses?

2. Verify that the non-conservative LOCA mass and energy release input for the containment response analysis is not related to the recent EPITOME computer modeling errors discovered by Westinghouse.

3.

a. What is the typical containment pressure range that plant operators maintain at Calvert Cliffs during normal plant operation?

b. If any, what challenges would the plant operators experience while trying to maintain the new upper limit proposed?

4. In Table 14.20-9 of the Updated Final Safety Analysis Report, there are two separate values for the Pa for Unit 1 and Unit 2, respectively, but in TS 5.5.16, Containment Leakage Rate Testing Program," there is only one Pa value listed. How does this meet the intent of Appendix J regulations in regards to Pa for both units?

5. In the LAR, the licensee states that the, "change in Pa does not adversely affect environmentally qualified equipment within containment. A review of the effects of this change in mass and energy release on the environmental qualification (EO) of equipment in containment determined that the equipment remained qualified for service in the revised pressure and temperature environment."

Please provide a discussion of the EO analysis, in addition to, the EO overlays and containment temperature and pressure profiles.
