DRAFT DRAFT REQUEST FOR ADDITIONAL INFORMATION RELATED TO LICENSE AMENDMENT REQUEST REGARDING AVERAGE POWER RANGE MONITORING OPERABILITY REQUIREMENTS IN OPERATIONAL CONDITION 5 HOPE CREEK GENERATING STATION DOCKET NO. 50-354 By letter dated June 6, 2012 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12158A532), PSEG Nuclear LLC, the licensee for Hope Creek Generating Station (HCGS), submitted a request for changes to the HCGS Technical Specifications (TSs). The proposed change would modify HCGS TS Section 3/4.3.1, "Reactor Protection System Instrumentation," and TS 3/4.3.6, Control Rod Block Instrumentation by modifying the operability requirements for the average power range monitoring (APRM) instrumentation system. The proposed amendment would eliminate the requirements that the APRM "Upscale" and "Inoperative" scram and control rod withdrawal block functions be operable in the Refueling Operational Condition (OPCON) 5.

The license amendment request (LAR) lists two precedents for the proposed change. One of the precedents is titled APRM Operability During OPCON5, pertaining to Limerick Generating Station (LGS), Units 1 and 2 (ADAMS Accession Number ML011550016), dated July 30, 1990.

This precedent describes a similar change to TSs as the change in the subject LAR for HCGS, specifically, to remove the operability requirements for the APRMs in OPCON 5. A difference between the precedent from LGS and HCGS is that LGS continues to maintain the APRMs operable while performing Shutdown Margin (SDM) demonstration in accordance with TS section 3/4.10.3, where as HCGS proposes to allow the APRMs to be inoperable during the SDM demonstration while in OPCON 5.

RAI-01: The NRC staff requests that the licensee to provide justification supporting the acceptability of allowing the HCGS APRMs to be inoperable during the SDM demonstration while in OPCON 5.
